This role specifically supports the project's Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) workplan in the Philippines, which aims to enhance national and local capacities for preventing, detecting, and responding to public health emergencies, including pandemic preparedness. The Finance Officer will report directly to the Senior Finance & Admin Officer and will be responsible for a variety of financial support tasks, ensuring compliance with FHI 360 policies and U.S. Department of State regulations. This position requires a proactive approach to financial management, including transaction processing, record keeping, and monitoring reporting requirements, all while maintaining a focus on the project's objectives and compliance standards.
Duties and Responsibilities: The Finance Officer will conduct pre-audits on vouchers, invoices, and travel expense reports, ensuring all supporting documents for payments related to project activities are accurate and complete. Responsibilities include verifying proper account codes, performing reconciliations for bank accounts and balance sheets, monitoring advances issued to employees and consultants, and assisting in communication with banks regarding project-related financial matters. The officer will also support the Senior Finance & Admin Officer during audits, review and process payment requests, and ensure compliance with procurement requirements. Additionally, the Finance Officer will track received items for payment processing and ensure timely payments for statutory obligations, while also supporting pre-award reviews and site visits for implementing partners as needed. Other duties may be assigned as necessary.
Required Qualifications: Candidates must possess strong analytical, numerical, and critical thinking skills, with a proven ability to identify cost savings and efficiency opportunities. Familiarity with U.S. Department of State funded projects and grants management policies is essential, along with the ability to interpret financial data and reports. Knowledge of Philippine taxation and government regulations is required, as well as the ability to manage tight deadlines and work collaboratively in a multicultural environment. Proficiency in written and spoken English is mandatory, alongside well-developed computer skills and knowledge of accounting and budgeting practices. The candidate must also demonstrate discretion in handling complex and confidential information.
Educational Background: A Bachelor’s degree in Accounting is required for this position, with a preference for candidates who hold a CPA, ACA, or other relevant professional qualifications. The educational background should provide a solid foundation in accounting principles and practices, enabling the candidate to effectively manage financial responsibilities within the project.
Experience: The ideal candidate will have 3-5 years of relevant experience in financial management and reporting, with at least 2 years of experience specifically in grants management. This experience should demonstrate the candidate's ability to handle financial transactions, compliance, and reporting in a project-based environment, particularly in relation to donor-funded initiatives.
Languages: Proficiency in English is mandatory, both written and spoken, as the role requires clear communication with clients and staff. Additional language skills may be beneficial but are not explicitly required for this position.
