Job Overview: The Associate Operations Officer position is situated within the ASEAN Power Grid and Special Funds Unit (APGU) of the Southeast Asia Department (SERD) at ADB. The role involves providing technical and financial support to ADB operations that advance the ASEAN Power Grid (APG). The officer will engage with operations staff across SERD and other departments to facilitate technical assistance (TA) and cofinancing from ADB and donor funds. The position requires a proactive approach to support TA processing and administration, monitor project progress, and ensure compliance with ADB policies. The officer will also assist in developing financing structures for cross-border power interconnections and contribute to ADB-led financing platforms and working groups.
Duties and Responsibilities: The duties and responsibilities of the Associate Operations Officer include:
Supporting TA processing and administration, which involves processing new TA vehicles, recruiting consulting firms and individual consultants, managing changes in scope and implementation arrangements, and coordinating milestone events for TA projects.
Monitoring and analyzing TA resources, allocations, commitments, and disbursements performance against projections.
Preparing and updating monitoring databases on projects and activities, ensuring data integrity.
Assisting in the administration of APG-related partner funds, including designing cofinancing structures and maintaining compliance with ADB policies.
Supporting day-to-day coordination on APG-related matters between APGU and other ADB departments.
Collaborating with APGU and other staff to develop tailored financing structures for cross-border power interconnections.
Contributing to ADB-led APG financing platforms and working groups.
Performing other tasks as assigned in the work plan.
Required Qualifications: Candidates must possess a Bachelor's degree in accounting, financial management, or relevant fields, with advanced training preferred. A minimum of 5 years of relevant work experience is required. Knowledge of multilateral development bank operations, including project processing, administration, accounting, and procurement, is desirable. Candidates should demonstrate strong research, analytical, and data validation skills, as well as proficiency in database management and familiarity with enterprise operational systems.
