Job Overview: The Senior Procurement Specialist position is a critical role within the Procurement Division of the Procurement, Portfolio, and Financial Management Department at ADB. The successful candidate will be responsible for providing technical guidance and capacity development to ensure compliance with ADB's procurement procedures for goods, works, and consulting services. This role involves supporting improvements in the implementation performance of ADB's portfolio of loans, grants, and technical assistance projects. The Senior Procurement Specialist will also advise on the use of FIDIC contracts and performance-based contracting, help establish and improve procurement policies, and work closely with sector divisions to provide procurement advice across various sectors including public sector management, energy, transport, and health. The position requires a proactive approach to strengthen procurement systems in developing member countries and enhance staff capacity within their institutions.
Duties and Responsibilities: The duties and responsibilities of the Senior Procurement Specialist include:
Providing assistance and technical guidance to ensure compliance with ADB's procurement procedures.
Supporting improvements in the implementation performance of ADB's portfolio of loans, grants, and technical assistance.
Advising on the use of FIDIC contracts and performance-based contracting.
Helping establish and improve procurement policies and procedures consistent with project management for ADB projects.
Working with sector divisions to provide procurement advice in areas such as public sector management, energy, transport, and health.
Reviewing borrowers' procurement actions and submissions for engaging consultants under ADB loans.
Performing procurement risk assessments and developing risk mitigation plans.
Participating in the design, processing, administration, and evaluation of loan and technical assistance projects with an emphasis on procurement and contract management.
Leading procurement design and implementation during processing and administration missions. 1

Required Qualifications: The position requires a Master's degree or equivalent in Business Administration, Economics, Engineering, Public Procurement, Public Policy, Law, or related fields. Alternatively, a University degree in the aforementioned fields along with at least 5 years of specialized experience relevant to the position can be considered. Candidates must have at least 10 years of relevant experience in procurement, project management, or related areas, with work experience in infrastructure projects across various sectors. International experience working in multiple countries is also essential. Proficiency in verbal and written English is mandatory, along with demonstrated experience in leading projects and conducting knowledge-sharing sessions.
Educational Background: Candidates are expected to hold a Master's degree or equivalent in relevant fields such as Business Administration, Economics, Engineering, Public Procurement, Public Policy, or Law. A University degree in these fields combined with significant relevant experience may also be acceptable. The educational background should reflect a strong foundation in procurement and project management principles.
Experience: The ideal candidate should possess at least 10 years of relevant experience in procurement, project management, or related fields. This experience should include work in infrastructure projects across sectors such as agriculture, education, energy, health, transport, and water. International experience in various countries is highly valued, as it demonstrates the ability to navigate diverse regulatory environments and cultural contexts.
Languages: Proficiency in English is mandatory for this position, both in verbal and written communication. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to ADB's member countries.
Additional Notes: This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years or conversion to a regular appointment based on performance and organizational needs. The role is based in Manila, Philippines, and relocation is required, with all reasonable relocation expenses covered.
