Job Overview:
The position involves conducting a multi-country scoping review focusing on masculinities, gender-based violence (GBV) prevention, and child, early, and forced marriages and unions (CEFMU). The consultant will be part of a regional initiative led by UNFPA APRO, collaborating with country offices in Cambodia, Bangladesh, and the Philippines. The consultant's primary role will be to provide technical assistance, conduct key informant interviews, and facilitate focus group discussions to gather data for a national and regional analysis. The consultant will also contribute to the development of strategic frameworks aimed at promoting positive masculinities and engaging men and boys in preventing GBV and CEFM. This role requires participation in planning meetings, data collection, and analysis workshops, as well as the preparation of reports summarizing findings and recommendations.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including:
  • Participating in team planning meetings at the start of the data collection phase and in two subsequent meetings with other country consultants and the international consultant to discuss emerging themes.
  • Generating a list of key informants and making initial contact with these organizations.
  • Scheduling interviews and organizing focus group discussions (FGDs).
  • Leading key informant interviews, taking detailed notes, and facilitating FGDs.
  • Identifying key themes and coding notes in a shared spreadsheet at the end of each day of interviews/FGDs.
  • Producing clean transcripts and interview notes summarizing discussions, key themes, and quotes.
  • Generating a four-page summary of key findings, themes, and recommendations at the national level.
  • Participating in a participatory analysis workshop to contribute to qualitative analysis and identify recommendations for the regional strategy.
  • Contributing to a presentation to the government to validate recommendations.

Required Qualifications:
The consultant must possess a university degree, preferably at the Master's level, in social sciences or a related field such as women's studies or gender and development. Additionally, the consultant should have proven expertise in gender equality, GBV prevention, and social norm change, particularly in engaging men and boys in transformative, rights-based programming. A strong understanding of the socio-cultural and institutional dynamics surrounding GBV, masculinities, and gender-based power relations in the Philippine context is essential. Familiarity with the National Action Plan to End Violence Against Women (NAP-EVAW) and related national policies on GBV, gender, and sexual and reproductive health and rights (SRHR) is also required.

Educational Background:
The educational background required for this position includes a university degree, ideally at the Master's level, in social sciences or a related field. This educational foundation should encompass knowledge of gender studies, women's rights, and development issues, equipping the consultant with the necessary theoretical and practical understanding to effectively engage with the subject matter.

Experience:
The consultant should have at least two years of experience in gender integration work with civil society organizations or international NGOs. This experience should include qualitative research methods such as interviews and focus group discussions, as well as capacity building on gender and women's rights. A technical foundation in gender and one or more related areas, such as social sciences, public health, global development, gender analysis, and policy development, is also necessary.

Languages:
The position requires proficiency in English, as it is the primary language of communication for the consultancy. Knowledge of Filipino or other local languages may be beneficial but is not mandatory. The ability to communicate effectively in both written and spoken forms is essential for conducting interviews, facilitating discussions, and preparing reports.

Additional Notes:
The consultancy is set to take place from April 6 to June 1, 2026, with a total of 30 days of work expected. The consultant will report to the head of the Gender/GBV unit at UNFPA Philippines and will work closely with the Social Norms Change Analyst and UNFPA APRO. The consultant will be compensated with a one-time payment upon the successful completion of all activities and acceptance of final deliverables by UNFPA Philippines and UNFPA APRO. No partial payments will be made. The consultant is responsible for any additional personnel or experts needed to complete the deliverables, including covering associated expenses.
