Job Overview:
As a Senior Investment Officer at ADB, you will be an integral part of the Private Sector Investment Funds and Special Initiatives Division (PSIS) within the Private Sector Operations Department (PSOD). This role involves providing technical support in the planning and management of private equity funds, ensuring effective fund administration. You will be responsible for credit monitoring, project monitoring, disbursements, database maintenance, project annual reviews, and administrative support. Your expertise will contribute to the overall success of PSIS initiatives, and you will have the opportunity to mentor junior staff while engaging with clients and stakeholders. This position requires a strong analytical mindset, excellent communication skills, and the ability to manage complex assignments independently.

Duties and Responsibilities:
The Senior Investment Officer will have a comprehensive set of responsibilities, including:
  • Credit Monitoring: Prepare and lead credit monitoring reports for assigned PSIS accounts, analyze client financial data, identify potential issues, and perform equity valuations. Coordinate with deal officers on warning signals, remedial actions, and follow-up, and participate in due diligence missions.
  • Project Monitoring: Ensure client compliance with reporting, covenants, and development obligations. Lead communication on breaches or unexpected developments and implement remedial measures with PSOD and other ADB units. Monitor development effectiveness and ESMS compliance for PSOD reports, and train and supervise junior staff in project monitoring activities.
  • Disbursements: Supervise the processing of disbursement requests, verifying compliance, reviewing documents, and preparing correspondence. Track disbursement projections, costs, and ADB financing commitments, identifying shortfalls and causes.
  • Database Maintenance: Maintain completeness of project documentation and databases, including portfolio, covenants, deadlines, and milestones. Supervise and train junior staff in database maintenance and record-keeping.
  • Project Annual Reviews and Project Completion Reports: Conduct desk reviews, collect data, assess performance, and participate in evaluation missions. Prepare extended annual review reports (XARRs) and supervise junior staff in report preparation.
  • Administrative and Planning Support: Support planning of initiatives and systems to facilitate PSIS interactions with ADB departments and partners. Coordinate preparation of annual work program and budget inputs, scheduling and consolidating junior staff work, and provide administrative support for efficient PSIS operations.

Required Qualifications:
To qualify for the Senior Investment Officer position, candidates must possess a Bachelor's degree in Accounting, Business, Economics, or a related field, with a preference for a Master's degree or equivalent. Additionally, candidates should have at least 8 years of relevant professional experience, including a minimum of 4 years in a supervisory role. Strong analytical, research, and problem-solving skills are essential, along with the ability to manage complex assignments independently. Candidates should demonstrate knowledge of ADB's operational processes and procedures, experience in supervising and mentoring junior staff, and the ability to prepare and oversee high-quality analytical reports and written outputs. Excellent written and verbal communication skills in English are mandatory, as well as the confidence to engage with clients and conduct interviews.

Educational Background:
Candidates are required to have a Bachelor's degree in a relevant field such as Accounting, Business, Economics, or a related discipline. A Master's degree or equivalent is preferred, which would enhance the candidate's qualifications for the role. Experience:
The position requires candidates to have a minimum of 8 years of relevant professional experience, with at least 4 years in a supervisory role. Candidates should have a proven track record of managing complex assignments and leading teams effectively. Experience in the development sector, particularly within multilateral organizations, is highly desirable, as it will provide valuable insights into ADB's operational framework and objectives.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within ADB and with external stakeholders. Candidates should possess excellent written and verbal communication skills to effectively engage with clients and prepare high-quality reports. While English is the primary language required, knowledge of additional languages relevant to the Asia-Pacific region may be considered an asset, enhancing the candidate's ability to interact with diverse stakeholders.

Additional Notes:
This appointment is a fixed-term position for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on ADB's needs and the candidate's performance. The role is full-time and based at ADB's headquarters in Manila, Philippines.
