Job Overview:
The Operations Analyst position at the World Bank's Djibouti office is a local TERM position lasting for two years. The successful candidate will report to the WBG Joint Country Representation, Resident Representative, and will play a crucial role in supporting the program across the World Bank Group. The Operations Analyst will be involved in various operational activities throughout the project lifecycle, including project design and implementation. This role requires strong analytical skills and the ability to conduct substantive research on country issues, maintain informational databases, and assist in drafting project-related correspondence. The Operations Analyst will also interact with government agencies and development partners, contributing to the formulation and implementation of the Country Partnership Strategy (CPS) and ensuring alignment with broader strategic objectives. The position demands a proactive approach to monitoring the country program and providing regular reports to management, as well as collaboration with various teams to support impactful project development.

Duties and Responsibilities:
The key duties and responsibilities of the Operations Analyst include:
  • Contributing to operational activities at all stages of project design and implementation, including developing concept notes, facilitating communication between task teams and counterpart agencies, drafting project-related correspondence, and reviewing budget planning.
  • Conducting substantive research and analytical tasks on a wide range of country issues, maintaining databases to assist the Resident Representative with monitoring notes and updates, and preparing materials for annual and mid-year portfolio reviews.
  • Interacting with country and task team members, as well as government agencies, to formulate and implement the Country Partnership Strategy (CPS), preparing standard sections of the CPS document and reviewing relevant documents for consistency.
  • Monitoring the portfolio, analyzing operational data, and providing regular and ad hoc reports to management on the status of the country program, while coordinating with Resource Management staff to ensure data accuracy.
  • Working closely with IFC investment, advisory, and upstream teams to ensure alignment with broader IFC strategy and objectives, and analyzing projects at completion to compare actual results with projected outcomes.

Required Qualifications:
The position requires a Master’s degree in a relevant field such as Economics, International Development/Affairs, Public Policy, or a related discipline. Additionally, candidates must have a minimum of 2 years of work experience, preferably in public policy, international development, or economics. Strong analytical and conceptual skills are essential, along with a solid understanding of impact evaluation as an analytical and policymaking tool. Candidates should also possess knowledge of development evaluation approaches and methods, as well as experience in data collection and management to ensure data relevance and quality.

Educational Background:
Candidates must hold a Master’s degree in a relevant field, which may include Economics, International Development/Affairs, Public Policy, or a related area. This educational background is crucial for understanding the complexities of development issues and for effectively contributing to the World Bank's mission.

Experience:
The position requires a minimum of 2 years of relevant work experience. Candidates with experience in public policy, international development, or economics will be preferred. This experience should demonstrate the ability to engage with complex development challenges and contribute to effective solutions.

Languages:
The mandatory languages for this position are French and English. Proficiency in both languages is essential for effective communication and collaboration within the organization and with external stakeholders. Additional language skills may be considered an asset but are not required.
