Job Overview:
The position of E T Consultant at the World Bank involves working within the Digital Unit of the Middle East and North Africa Region (MENAAP). The consultant will play a crucial role in supporting the digital transformation efforts of client countries by contributing to the supervision and implementation of investment and policy reform programs focused on telecommunications infrastructure, digital government, and private sector engagement in the digital economy. The consultant will be responsible for providing technical expertise on various digital issues, developing project proposals, and facilitating stakeholder consultations. This role requires a strong understanding of digital technologies and their application in socioeconomic development, as well as the ability to engage with senior officials and represent the World Bank at digital-related events.

Duties and Responsibilities:
The E T Consultant will have a comprehensive set of responsibilities, including:
  • Contributing to the supervision and implementation of World Bank-financed investment and policy reform programs, particularly in telecom infrastructure and regulation.
  • Providing technical expertise on policy, legal, regulatory, and institutional issues related to telecommunications, digital government, and data governance.
  • Supporting the development of projects around digital infrastructure and e-government, including drafting project proposals and facilitating stakeholder workshops.
  • Developing analytical work and knowledge products that guide clients on digital transformation topics.
  • Engaging in policy dialogue with senior officials and development partners.
  • Offering technical support to improve public service delivery through digital technologies across various sectors.
  • Representing the Digital MENAAP at relevant forums and events.

Required Qualifications:
Candidates must possess a university degree in telecommunications, IT, cybersecurity, engineering, computer science, law, economics, public policy, or a related field. A minimum of five years of experience in ICT/digital project design and implementation is required, or an equivalent combination of education and experience. Candidates should demonstrate excellent conceptual and analytical skills, strong technical and operational skills, and a solid understanding of telecommunications and digital governance policies. Strong client engagement skills and the ability to communicate effectively in both English and French are essential. Additionally, candidates should have a proven track record of delivering technical information clearly and effectively, as well as strong presentation skills.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as telecommunications, IT, cybersecurity, engineering, computer science, law, economics, or public policy. This foundational education is critical for understanding the complexities of digital technologies and their application in development contexts.

Experience:
The position requires a minimum of five years of relevant experience in ICT/digital project design and implementation. Candidates should have a proven track record in supporting project delivery and supervision, ideally within the World Bank or similar institutions. Experience in the MENA or AFE region is considered a plus, as is familiarity with sectoral issues in these areas.

Languages:
Fluency in English and French is mandatory for this position, as the consultant will be required to communicate effectively with stakeholders in both languages. Additional language skills may be beneficial but are not specified as mandatory.

Additional Notes:
The position is offered as a one-year appointment under an Extended Term Consultant (ETC) contract, with the possibility of renewal at the discretion of the World Bank Group. The maximum duration for an ET appointment is three years. Candidates should be prepared for potential travel as part of their responsibilities.
