Job Overview: The position of International Consultant is designed to assist the Djibouti government in the collection, organization, and enhancement of data related to trade in services. This role is critical as Djibouti seeks to improve its trade data systems in line with international standards, particularly the EBOPS 2010 classification. The consultant will work closely with national authorities to ensure that the data collected is reliable, up-to-date, and compliant with international norms. This is essential for informed decision-making and effective implementation of Djibouti's trade commitments. The consultant will also be involved in the development of a national strategy for the implementation of the AfCFTA, which includes defining strategic actions aligned with the country's development goals. The position is expected to last for three months, during which the consultant will deliver several key reports and facilitate a national validation workshop.
Duties and Responsibilities: The consultant will be responsible for the following duties:
Conduct a comprehensive diagnostic and institutional mapping to assess the current state of trade data collection in Djibouti.
Prepare a main technical report that includes analysis, proposals, and datasets relevant to trade in services.
Organize and facilitate a national validation workshop to present findings and gather feedback from stakeholders.
Revise the final report based on observations and inputs received during the workshop.
Collaborate with national authorities to ensure that the data collection processes align with international standards and best practices.
Provide recommendations for improving the quality, availability, and use of trade data to support policy-making and trade negotiations.
Required Qualifications: Candidates must possess a Master's degree or PhD in statistics, economics, or a related field. Additionally, a minimum of 10 years of experience in the collection and analysis of trade data, particularly in services, is required. The consultant should have a strong understanding of international trade frameworks and data standards, as well as experience working with governmental or intergovernmental organizations.
