Job Overview: The position of Expert on Asset Management is a consultancy role aimed at supporting the OSCE's project on strengthening asset recovery efforts in the OSCE region. The expert will conduct an informal review of Kazakhstan’s asset management system, evaluating its current state against established indicators. The role requires the expert to identify strengths and weaknesses in the legal framework, institutional setup, and operational practices of asset management in Kazakhstan. The expert will also provide actionable recommendations based on international best practices and assist in developing an action plan to enhance asset management capabilities. This position is critical in fostering cross-border cooperation and sharing good practices among OSCE participating States, ultimately contributing to improved governance and security.
Duties and Responsibilities: The expert will work as part of a small team of specialists with extensive experience in criminal asset recovery and asset management. Responsibilities include conducting desk research, field interviews, and drafting a comprehensive evaluation report. The expert will agree on a division of labor among team members, participate in a desk review of relevant legislation and institutional frameworks, and contribute to the development of interview questions. Leading field interviews during a country visit is also a key responsibility, along with drafting the evaluation report that outlines findings and recommendations aligned with best practices in asset management.
Required Qualifications: Candidates must possess a minimum of 8 years of professional experience in asset management and/or recovery, ideally in a senior position within a national property management agency or equivalent body. Experience in criminal asset recovery, law enforcement, or financial investigation is essential. The candidate should demonstrate expertise in planning, information management, and capacity building, as well as developing normative frameworks for criminal asset recovery. Experience in organizing training programs for public officials and previous participation in peer review missions or international assessments is desirable. Strong research and communication skills are necessary, along with the ability to work effectively in multicultural environments.
Educational Background: A university degree in social science, economics, law, political science, international relations, or a related field is required for this position. A higher level of education may be preferred, depending on the candidate's experience and qualifications.
Experience: The position requires extensive experience in asset management and recovery, with a focus on criminal asset recovery and law enforcement. Candidates should have a proven track record of working in senior roles within relevant agencies and possess experience in conducting evaluations and assessments related to asset management.
Languages: Fluency in English is mandatory, with excellent communication and drafting skills. Proficiency in Russian is considered an additional asset, enhancing the candidate's ability to engage with diverse stakeholders in the OSCE region.
Additional Notes: This consultancy assignment is temporary, with an expected cumulative duration of up to 10 working days before the end of March 2026, depending on project requirements. The position is part-time and classified under the Special Service Agreement (SSA) contract type.
