Job Overview:
The Operations Manager position at Humanity & Inclusion is crucial for leading the implementation of the Atlas Logistique components of HI’s intervention in Darfur, Sudan. The role involves reporting to the Area Manager and maintaining functional links with the Atlas Deployment unit manager at headquarters. The Operations Manager is responsible for conducting thorough analyses of the humanitarian context, developing strategic plans, and overseeing operational activities. This includes fostering partnerships with local NGOs, humanitarian stakeholders, and authorities to ensure effective service delivery. The Operations Manager will also play a key role in identifying funding opportunities to sustain operations and ensuring compliance with HI’s strategic frameworks. The position requires a proactive approach to managing logistics and humanitarian responses, particularly in the context of the ongoing humanitarian crisis in Sudan, which has seen significant displacement and urgent needs for assistance.

Duties and Responsibilities:
The Operations Manager will have a comprehensive set of responsibilities, including:
  • Developing and overseeing the programming of Atlas Logistique in Darfur, ensuring alignment with HI’s strategic objectives.
  • Designing, managing, and monitoring Atlas Logistique projects, ensuring compliance with applicable standards.
  • Identifying and analyzing the needs of the humanitarian community to ensure that interventions effectively address gaps.
  • Participating in coordination mechanisms and representing HI to authorities and other stakeholders.
  • Contributing to fundraising efforts to ensure the sustainability of operations.
  • Ensuring internal coordination with relevant departments such as logistics, HR, and finance.
  • Supervising and building the capacity of the Atlas Logistique teams in Darfur.
  • Overseeing service provision to user organizations and ensuring accountability to stakeholders.
  • Acting as a role model and coach for team members, fostering a culture of commitment and professionalism. 1
  • Contributing to the development and implementation of operational strategies and continuous improvement processes.

Required Qualifications:
Candidates must possess a minimum of 3 years of experience in project management within humanitarian emergency response contexts. They should have experience in external representation and team management, along with a proven track record in negotiation within complex humanitarian environments. Additionally, candidates should demonstrate successful methodological support for project design and management, showcasing patience, creativity, and strong teamwork skills.

Educational Background:

Additional Notes:
The position is an international contract lasting 6 months, starting from April 1, 2026, based in Tawila/Geneina, Sudan. The contract includes various benefits such as social coverage, unemployment insurance for EU nationals, a pension scheme, medical coverage with a 50% employee contribution, and repatriation insurance. The salary starts at 2869 € gross per month, with additional per diem and hardship allowances. Employees are entitled to 25 days of paid leave per year and a rest and recuperation (R&R) period of 5 days every 8 weeks. The position is unaccompanied, and housing will be provided collectively by HI.
