Job Overview:
The Commercial Finance and Compliance (CFC) Manager will play a crucial role in providing strategic financial and compliance leadership for the Green Growth Programme (GGP) Component 3 in the DRC. This position is responsible for ensuring that the program's resources are utilized effectively and transparently, adhering to FCDO requirements, Mercy Corps internal policies, and national regulations. The CFC Manager will bridge the technical, financial, and investment components of the program, managing finance risks and upholding strong governance and compliance standards. The role involves empowering the operations and finance team, overseeing budgeting, financial reporting, grants management, and compliance systems to promote transparency and accountability. The CFC Manager will work closely with various stakeholders, including the Programme Team Lead, Country Finance team, and HQ UK Headquarters, to ensure adaptive and compliant program delivery that strengthens fiduciary integrity and supports strategic decision-making.

Duties and Responsibilities:
The CFC Manager will maintain and oversee workflow processes for operations, finance, and grants, supporting the Programme Team Lead in managing all financial operations of the project. This includes accounting, financial reporting, cash management, and budget oversight. The CFC Manager will lead financial operations and reporting, develop and manage detailed budgets, and ensure compliance with FCDO and Mercy Corps policies. Responsibilities also include reviewing and approving payment documents, responding to budgetary inquiries, tracking expenses, coordinating budget reviews, and preparing donor financial reports. The CFC Manager will serve as the focal point for compliance matters, oversee financial management of partner agreements, conduct internal reviews, and support capacity strengthening of partners in financial management and compliance. Additionally, the CFC Manager will provide training to program and partner teams, respond to donor requests, and ensure compliance with security" style="border-bottom: 1px dotted #007bff !important;">security procedures and policies.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or a related field, with an advanced degree preferred. A minimum of 10 years of progressive experience in implementing donor-funded development projects is required, including financial management, grants administration, and donor compliance, ideally within FCDO-funded programs. Candidates should demonstrate expertise in budget development, forecasting, and delivering accurate financial reports. Experience in capacity strengthening for staff and local partners, knowledge of donor rules and regulations, and familiarity with audit processes are essential. Strong writing skills, proficiency in Microsoft Excel and financial management software, and coordination experience with multiple stakeholders are also required.

Educational Background:
The position requires a Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or a related field. An advanced degree is preferred, indicating a higher level of expertise and understanding of complex financial and compliance issues relevant to the role.

Experience:
The ideal candidate should have a minimum of 10 years of progressive experience in financial management, grants administration, and compliance within donor-funded development projects. Experience in fragile or conflict-affected contexts, particularly with FCDO-funded programs, is highly desirable. The candidate should have a proven track record of managing budgets, delivering financial reports, and ensuring compliance with donor regulations.

Languages:
Fluency in English is required, both oral and written. Proficiency in French is also required, as it is essential for communication within the DRC and with local partners. Additional language skills may be beneficial but are not mandatory.

Additional Notes:
The position is based in Kinshasa, DRC, with housing provided under housing allowance regulations. The role requires regular travel to various locations within Kongo Central, Kwilu, Mai-Ndombe, and Kwango, which may include areas with strict security rules. Living conditions in field locations are basic but secure, with access to healthcare and consumer goods.
