Job Overview: The Advocacy Manager will operate under the supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will be responsible for leading the implementation of the advocacy strategy for the Democratic Republic of the Congo (DRC). This role involves conducting research activities within the DRC and supporting global advocacy efforts related to hunger and conflict. The Advocacy Manager will act as the focal point for policy matters and provide direct support to the Country Office. Additionally, the position requires external representation in coordination forums and advocacy working groups to integrate ACF's positions effectively. The role also includes direct management of one Advocacy Officer who collaborates with the International NGOs Forum (FONGI). This position is crucial for ensuring that ACF's advocacy efforts are aligned with its mission and effectively communicated to stakeholders.
Duties and Responsibilities:
Lead the development and implementation of the advocacy strategy for the DRC, ensuring alignment with ACF's global objectives.
Conduct comprehensive research on issues related to hunger and conflict in the DRC to inform advocacy efforts.
Serve as the primary point of contact for policy-related inquiries and provide support to the Country Office in advocacy initiatives.
Represent ACF in external forums, ensuring that the organization's positions are effectively communicated and integrated into broader advocacy efforts.
Manage and mentor the Advocacy Officer, fostering a collaborative environment and ensuring effective teamwork.
Collaborate with various departments within ACF to coordinate advocacy campaigns and communication strategies.
Monitor and evaluate the impact of advocacy initiatives, making adjustments as necessary to enhance effectiveness.
Engage with local and international stakeholders to build partnerships and support for ACF's advocacy goals.
Required Qualifications: Candidates must possess a Master's degree in social sciences, international relations, international law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law, political science, development studies, or a related field. A strong and proven expertise in humanitarian advocacy, including project cycles and advocacy tools, is essential. Additionally, candidates should have experience in high-level policy representation, negotiation, and influencing aid policies, as well as managing complex communication campaigns. Successful team management experience in diverse cultural contexts is also required. Candidates should demonstrate critical thinking, flexibility, and the ability to synthesize complex issues strategically.
Educational Background: A Master's degree in social sciences, international relations, international humanitarian law, political science, development studies, or a related field is required for this position. This educational background is essential to understand the complexities of humanitarian advocacy and the socio-political landscape in which ACF operates.
Experience: Candidates should have a minimum of three years of relevant experience in humanitarian advocacy, including project management, policy representation, and negotiation. Experience in managing communication campaigns and working collaboratively with advocacy departments is also necessary. Proven success in team management within culturally diverse environments is a critical aspect of the required experience.
Languages: Fluency in both French and English is mandatory, with strong oral and written communication skills in both languages. Proficiency in Swahili or Lingala is considered an asset, enhancing the candidate's ability to engage with local communities and stakeholders effectively.
Additional Notes: This position is offered on a fixed-term contract under French law for a duration of three months. The gross monthly salary ranges from €2,597 to €2,968, depending on experience, and includes a 13th-month salary. Non-French citizens will receive a retirement insurance reimbursement of 16% of their gross monthly salary. There is a 6% increase in the base salary every 12 months of continuous contract. Monthly per diem and living expenses amount to $1,032 net, paid on the ground, along with a monthly contextual allowance of €30
An annual child allowance of €1,500 per child is provided, with a ceiling of €6,000 per year. Transport and accommodation are covered, with collective housing arrangements. Medical coverage includes 100% reimbursement of health contributions and repatriation insurance, covering medical expenses for the employee and dependents for up to one month after contract termination. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days per year, with travel expenses covered for breaks.
