Job Overview:
The Palestine Humanitarian Access and security" style="border-bottom: 1px dotted #007bff !important;">security-manager" style="border-bottom: 1px dotted #007bff !important;">Security Manager (HASM) will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and is responsible for ensuring the security of Humanity & Inclusion's personnel and property while developing access to vulnerable populations in volatile contexts. The role requires a proactive approach to operational safety, supporting teams in various HI entities. The HASM will embody the organization's values, translating strategic objectives into operational goals, and fostering a culture of innovation and risk-taking. The position also involves managing human resources, ensuring compliance with HI's code of conduct, and facilitating team engagement and professional development. The HASM will play a critical role in monitoring the regional context, managing operational security, and enhancing humanitarian access, while also providing training and capacity-building for staff in security and humanitarian access.

Duties and Responsibilities:
The duties and responsibilities of the Palestine HASM include: 1) Management: Leading by example and embodying HI's values; clarifying and translating strategy into operational objectives; organizing team operations and driving performance; coaching team members and ensuring adherence to HI's code of conduct. 2) Standards and Expertise: Supporting the development and implementation of HI's security system; ensuring compliance with security policies and guidelines; recommending specific procedures for the context. 3) Operational Implementation: Monitoring the regional context and strengthening acceptance of HI's programs; managing operational security through analysis and recommendations; advising on security risks and frameworks; participating in incident management; analyzing humanitarian access and identifying obstacles; building capacity through training and evaluations; directing emergency preparedness actions. 4) Representation and Coordination: Representing HI in meetings with humanitarian and local actors; maintaining and expanding networks with key staff in INGOs and UN agencies.

Required Qualifications:
Candidates must possess at least 5 years of experience as a Security Manager, Analyst, or Manager with security responsibilities in unstable or conflict areas. Experience working with international non-governmental organizations (INGOs) and managing teams with varying levels of security experience is essential. Candidates should demonstrate the ability to help team members develop autonomy and possess skills in actors mapping and context analysis related to program strategy.

Educational Background:
A relevant educational background is required, typically including a degree in security management, international relations, humanitarian studies, or a related field. Additional certifications in security management or humanitarian response may be advantageous.

Experience:
The position requires a minimum of 5 years of relevant experience in security management, particularly in unstable or conflict-affected regions. Candidates should have a proven track record of working with INGOs and managing security planning and management processes.

Languages:
Fluency in English is mandatory, and proficiency in Arabic is highly desirable. Knowledge of additional languages relevant to the region may be considered an asset.

Additional Notes:
The position is a 12-month international contract starting in February 2026, with conditions adapted to the mission context. Benefits include social cover, unemployment insurance for EU nationals, a pension scheme, medical coverage, and repatriation insurance. The salary starts at €2869 gross per month, with additional per diem allowances based on location. Paid leave includes 25 days per year, with rest and recuperation days according to mission level. The position is unaccompanied, with travel costs covered for the candidate and potential allowances for dependents. Housing is provided by HI, and local packages are available for residents.
