Job Overview:
The Inclusion Humanitarian Action (IHA) Specialist will play a crucial role in leading the IHA strategy and implementing the provision of inclusion technical assistance in the West Bank and Gaza. This position is vital for ensuring that humanitarian coordination mechanisms and actors, including humanitarian clusters and stakeholders, effectively integrate disability inclusion into their operations. The IHA Specialist will work under the management of the Technical Head of Programmes and will be responsible for advising on disability inclusion in HI's projects while building the capacity of HI staff on Inclusive Humanitarian Action. The role involves engaging with various clusters and working groups to promote inclusiveness and ensure that the needs of persons with disabilities are addressed in humanitarian responses. The IHA Specialist will also oversee the quality of IHA projects and ensure compliance with global policies and standards.

Duties and Responsibilities:
The IHA Specialist will be responsible for leading the implementation of IHA projects, ensuring optimal quality and impact through effective oversight mechanisms. Key responsibilities include providing strategic technical guidance on disability inclusion across sectors, ensuring alignment with project objectives and global standards, and overseeing project monitoring, evaluation, accountability, and learning. The Specialist will manage project data, develop technical materials to promote disability inclusion, and provide coaching and guidance to inclusion staff. Additionally, the IHA Specialist will coordinate with various teams, contribute to external project communication, and engage in key coordination meetings to advocate for disability mainstreaming. The role also involves identifying joint programming opportunities with other humanitarian actors and supporting local organizations of persons with disabilities in their participation in humanitarian efforts.

Required Qualifications:
Candidates must possess a minimum of 3 years of technical experience in disability inclusion, with at least 6 years of experience in the humanitarian sector, preferably in technical, advocacy, and management roles. Previous experience in the Middle East, particularly in Palestine, is highly desirable. The ideal candidate should have experience engaging with clusters and inter-agency coordination mechanisms, as well as designing and providing capacity development initiatives. Excellent communication and interpersonal skills are essential for this role.

Educational Background:
A Bachelor's degree in social science or a related field is required, along with a Master's degree preferably in law" style="border-bottom: 1px dotted #007bff !important;">Humanitarian Law, Human Rights, or Disability Studies. This educational background is crucial for understanding the complexities of disability inclusion in humanitarian contexts and for effectively implementing the IHA strategy.

Experience:
The position requires a minimum of 3 years of technical experience specifically in disability inclusion, along with a broader experience of at least 6 years in the humanitarian sector. Candidates should have a proven track record in technical, advocacy, and management positions, particularly in engaging with humanitarian clusters and inter-agency coordination mechanisms. Experience in capacity development through training and coaching is also essential.

Languages:
Fluency in Arabic is a strong asset for this position, as it will facilitate communication and engagement with local stakeholders and communities. Proficiency in English is also necessary to ensure effective collaboration with international partners and to access relevant resources and guidelines.

Additional Notes:
The contract duration for this position is 6 months, starting in early May. The role is unaccompanied, and housing will be provided collectively by HI. The compensation package varies based on residency status; local applicants will receive a local package, while international candidates will receive a contract that includes social coverage, unemployment insurance benefits for EU nationals, a pension scheme, medical coverage with a 50% employee contribution, and repatriation insurance. The gross monthly salary starts at 2757€, with a net per diem of 640€ paid in the field. Employees are entitled to 25 paid leave days per year and rest and recuperation (R&R) according to the mission level.
