Job Overview:
The Regional Finance and Budget Officer will oversee and provide strategic and technical support to IOM activities across the region. This role involves supporting all IOM Country Offices (COs) within the region on budgeting, accounting, and other related financial, budgetary, and administrative functions. The officer will facilitate compliance with IOM's policies and procedures, monitor financial management practices, and guide COs in preparing budgets and financial reports. The position requires a proactive approach to identifying financial trends, analyzing variances, and proposing improvements to budget control processes. The officer will also be responsible for ensuring the timely and accurate recording of financial transactions and providing guidance on internal controls to prevent fraud and mismanagement. This role is crucial in enhancing the effectiveness of financial operations within the region and ensuring adherence to IOM's regulations and standards.

Duties and Responsibilities:
  • Oversee and provide strategic support to IOM activities and COs on budgeting, accounting, and financial functions.
  • Facilitate compliance with IOM rules and regulations in administration and finance.
  • Monitor financial management practices and control processes of COs, highlighting anomalies and proposing corrective measures.
  • Review and assess budgets in project proposals to ensure adequate cost coverage.
  • Analyze overall budgets and financial situations of COs, preparing annual budget submissions in collaboration with COMs/HoOs and RMOs.
  • Ensure timely recording of financial transactions in the ERP system, with appropriate cost allocations.
  • Advise COs on donor financial reports and support project audits.
  • Guide COs on internal controls and conduct visits to ensure compliance.
  • Provide training and support on ERP systems and financial management practices. 1
  • Monitor financial activities of the Regional Office, ensuring accountability and projectization of staff. 1
  • Prepare for internal and external audits, coordinating with project managers and COs. 1
  • Guide COs on financial aspects of UN engagement and reporting. 1
  • Act as Office in Charge for the Regional Financial Comptroller. 1
  • Perform any other duties as assigned.

Required Qualifications:
  • Master’s degree in Finance, Accounting, Public Administration, Business Administration, or a related field with seven years of relevant experience; or a University degree in the same fields with nine years of relevant experience.
  • Professional certification as a Chartered Accountant or equivalent is an advantage.
  • Minimum of five years of progressively evolving experience in financial management, including accounting, financial reporting, budgeting, treasury, and analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis.
  • Experience in donor financial reporting, audits, and risk management is required.
  • Proven experience in managing a team and conducting internal control assessments is essential.

Educational Background:
Candidates must possess a Master’s degree in Finance, Accounting, Public Administration, Business Administration, or a related field from an accredited institution. Alternatively, a University degree in the aforementioned fields with additional years of relevant professional experience is acceptable. Professional certifications such as Chartered Accountant or equivalent are considered advantageous.

Experience:
The position requires a minimum of five years of progressively responsible experience in financial management, with a focus on accounting, financial reporting, budgeting, treasury, and financial analysis. Candidates should have experience in donor financial reporting, audits, and risk management, with a preference for those who have worked at the field office level. Proven experience in effectively managing teams and conducting internal control assessments is also necessary.

Languages:
Fluency in English is required, both oral and written. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The contract type is fixed-term for one year, with the possibility of extension. The position is classified at the P-4 grade level.
