Job Overview: The Project Officer will play a crucial role in managing, coordinating, and overseeing the activities of the Regional Responses to Climate Displacements in Sub-Saharan Africa (RE2CLID) project in Madagascar. This project aims to enhance the resilience and self-reliance of Displacement-Affected Communities (DACs) in Sub-Saharan Africa, particularly those facing risks from disasters, climate change, and environmental degradation. The Project Officer will work under the direct supervision of the Madagascar Chief of Mission and collaborate closely with the RE2CLID SAIO Programme Coordinator in Malawi. The position requires a strong focus on operational management, technical supervision, and ensuring compliance with IOM policies and donor requirements. The Project Officer will also be responsible for monitoring project progress, establishing a Monitoring and Evaluation (M&E) Framework, and ensuring effective communication with stakeholders, including government entities and implementing partners.
Duties and Responsibilities:
Manage the overall implementation of the RE2CLID project, ensuring adherence to IOM’s policies and donor requirements.
Provide operational management and technical supervision to project staff, guiding programmatic strategy and implementation.
Monitor project progress against strategic objectives and benchmarks, advising on improvements and corrections.
Supervise project staff and consultants, organizing capacity-building activities for staff, partners, and government officials.
Ensure compliance with project partners and oversee coordination with other units in the Country Office.
Manage information related to project activities, providing regular updates and reports to stakeholders.
Produce quality financial and narrative reports, ensuring timely submission and compliance with donor requirements.
Participate in relevant conferences and workshops, representing IOM and promoting migration-related issues.
Required Qualifications: Candidates must possess a Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, or International Studies. Candidates with a University degree in these fields must have additional years of relevant professional experience to qualify.
Experience: The position requires significant experience in programme management, monitoring, reporting, and evaluation, particularly in disaster preparedness, response, displacement management, disaster risk reduction, community stabilization, durable solutions, and climate action. Candidates should have experience in project development and capacity-building activities, as well as liaising with governmental and diplomatic authorities. Experience in organizing consultations and workshops with high-level stakeholders, and familiarity with regional cooperative mechanisms in Sub-Saharan Africa, especially in the SW Indian Ocean region, is highly desirable. Field operations experience in emergency, fragile, displacement-affected, conflict, or disaster-prone contexts is also preferred.
Languages: Fluency in English and French is required for this position, both oral and written. Additionally, a working knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The contract for this position is fixed-term for one year, with the possibility of extension. The position is classified at the P-3 grade level, and the recruitment is for a professional vacancy. The selection process may be used to fill similar positions in various duty stations.
