Job Overview:
The Monitoring and Evaluation Officer position at WFP is crucial for supporting the development and implementation of Monitoring, Review, and Evaluation Plans that align with WFP's corporate standards. The role involves generating quality evidence regarding the lives of beneficiaries, which is essential for informing policy, strategy, and design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation. The officer will coordinate monitoring activities, manage decentralized evaluations, support thematic and mid-term reviews, and position WFP as a reliable partner for governments in building monitoring and evaluation strategies. This role is integral to ensuring that WFP's operations are effective and that they meet the needs of the populations they serve.

Duties and Responsibilities:
The Monitoring and Evaluation Officer will be responsible for a variety of tasks including: developing Monitoring, Review, and Evaluation plans that provide strategic information to achieve expected results; budgeting for M&E costs and advocating for appropriate resources; contributing to evidence-based decision-making; managing junior staff and building M&E capacity among WFP staff and partners; integrating protection and gender perspectives into all areas of work; supporting the development of national government monitoring frameworks; leading the design and implementation of the Country Office outcome monitoring plan; overseeing outcome data collection exercises; analyzing outcome data and preparing reports; and representing WFP in technical working groups and inter-agency initiatives. The officer will also ensure that monitoring systems can adapt to emergency situations and provide analysis of the effects of shocks on assisted populations.

Required Qualifications:
Candidates must possess an advanced university degree in social sciences, statistics, development economics, performance management, monitoring and evaluation, or related fields. Alternatively, a first university degree with additional relevant work experience and/or training may be acceptable. The position requires a minimum of three years of relevant professional work experience, including monitoring and evaluation activities, and experience using various quantitative and qualitative analytical tools and methods. Previous experience in humanitarian or development contexts is also essential.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as social sciences, statistics, development economics, performance management, or monitoring and evaluation. A first university degree may be acceptable if accompanied by additional years of relevant work experience and/or training.

Experience:
The role requires a minimum of three years of relevant professional work experience, particularly in monitoring and evaluation activities. Candidates should have experience using a variety of quantitative and qualitative analytical tools and methods, as well as previous experience in humanitarian or development contexts, which is critical for understanding the complexities of the environments in which WFP operates.

Languages:
Fluency in French (level C) is mandatory, along with an intermediate knowledge of English (level B). Proficiency in additional languages may be considered an asset, enhancing communication and collaboration in diverse environments.

This position is a fixed-term contract at the NOB grade level, with a duration of one year that is renewable upon confirmation of the probationary period.
