Job Overview: The ICT Manager position is pivotal within the UNOPS framework, focusing on the management and implementation of IT projects that enhance public service delivery and modernize technological infrastructures related to trade, transport, and industry. The role involves overseeing the entire IT portfolio of the program, ensuring that digitalization efforts align with the strategic goals of the organization. The ICT Manager will be responsible for developing and deploying digital platforms, such as the Maritime Single Window and other digital solutions for research and industry. This position requires a proactive approach to managing IT activities, ensuring that they meet the quality standards and timelines set by the project steering committee. The ICT Manager will also integrate sustainability dimensions throughout the project lifecycle, addressing social, gender, environmental, and economic criteria.
Duties and Responsibilities: The ICT Manager will be responsible for a comprehensive set of duties, including:
Project Implementation: Develop, finalize, and update the project implementation plan, ensuring adherence to approved timelines and milestones.
Performance Management: Monitor project progress, manage deviations, and implement corrective actions as necessary.
Quality Assurance: Ensure that all deliverables meet the quality standards outlined in the project plan.
Stakeholder Engagement: Liaise with external suppliers and account managers to guarantee timely delivery of project outputs.
Team Leadership: Provide technical direction and daily leadership to the IT team and consultants, fostering an inclusive and motivating work environment.
Compliance: Ensure adherence to organizational policies and local regulations regarding ICT and cybersecurity.
Reporting: Prepare and publish regular progress and financial reports in line with partner requirements.
Required Qualifications: Candidates must possess a minimum of five years of professional experience in IT or digitalization projects, with proven experience in change management. A strong background in managing complex IT projects is essential. Preferred qualifications include operational experience interfacing between new and existing systems, particularly in public-private partnerships within the port, customs, or logistics sectors. Experience in consulting services for information systems or developing training and capacity-building programs in ICT is also advantageous.
Educational Background: A Master's degree or equivalent in project management, business administration (MBA), engineering, information technology, or a related field is required. Alternatively, a Bachelor's degree in the same fields combined with two additional years of relevant professional experience may be accepted. Additional specialized training in trade facilitation, customs, international trade taxation, public sector digital transformation, information systems governance, or cybersecurity is considered an asset. Relevant academic qualifications, recognized professional certifications (such as project management, ITIL, or cybersecurity), and substantial qualifying experience may also be taken into account.
Experience: The position requires a minimum of five years of relevant professional experience in IT or digitalization projects. Candidates should have demonstrable experience in managing change processes and leading IT initiatives. Operational experience in interfacing between new and existing systems, particularly in public-private partnerships in the port, customs, or logistics sectors, is highly desirable. Experience in consulting services for information systems or in developing and implementing ICT training and capacity-building programs is also beneficial.
Languages: Fluency in French and English is mandatory for this position. Candidates must demonstrate proficiency in both languages to effectively communicate and collaborate within the diverse UNOPS environment.
Additional Notes: The position is classified at the mid-level (ICS 10) and is a regular contract type (ICA - IICA). The contract level is IICA 2, and the duration of the contract is open-ended.
