Job Overview:
The Human Resources Officer (NOB) position at WFP Madagascar is pivotal in coordinating and delivering comprehensive recruitment and talent management activities to meet the workforce needs of the organization. The incumbent will work closely with managers to attract, select, develop, and retain talent while ensuring adherence to WFP policies and best practices. This role involves leading end-to-end recruitment processes, providing HR advice to management, and contributing to the implementation of talent management solutions that enhance the Country Office's ability to attract and develop a diverse workforce capable of fulfilling WFP's mission. The position is integral to WFP's ongoing organizational transformation and workforce strengthening initiatives, ensuring that the right talent is in place to support the organization's objectives.

Duties and Responsibilities:
The Human Resources Officer (NOB) will be responsible for a variety of key accountabilities, including but not limited to: developing country-specific HR plans and processes, delivering HR operational activities, and ensuring alignment with WFP policies. The officer will provide advice to managers and employees, manage employment relationships, administer contracts and entitlements, and resolve employee relations issues. Additionally, the role involves capability building, onboarding new employees, managing talent, supporting organizational design activities, supervising junior staff, and analyzing data for reporting purposes. The officer will also contribute to continuous improvement initiatives by implementing new HR policies and recommending enhancements to existing processes.

Required Qualifications:
Candidates must possess an advanced university degree in a related field, along with three years of relevant professional experience in Human Resources. Alternatively, a first university degree with five years of relevant experience is acceptable. The role requires progressively responsible experience in talent acquisition, recruitment, selection, talent management, workforce planning, and employee development. Experience in managing end-to-end recruitment processes, advising hiring managers, and implementing HR policies in complex environments is highly desirable. Supervisory experience and familiarity with HR information systems are considered assets.

Educational Background:
The educational requirements for this position include an advanced university degree in Human Resources, Business Administration, or a related field. Candidates with a first university degree must have additional relevant professional experience to meet the qualifications. The emphasis is on obtaining a solid educational foundation that supports the functions of HR management and organizational development.

Experience:
The position requires a minimum of three years of relevant professional experience in Human Resources, specifically in areas such as talent acquisition, recruitment, and employee development. Candidates should demonstrate a track record of managing recruitment processes and advising on HR policies. Experience in a supervisory capacity and working with HR information systems is advantageous, as it indicates the ability to lead teams and manage HR functions effectively.

Languages:
Fluency in both French and English is mandatory for this position, encompassing both oral and written communication skills. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and contribute to WFP's global operations.
