Job Overview:
The primary objective of this position is to enhance the strategic positioning and influence of the UN System (SNU) with national institutions, bilateral and multilateral partners, international financial institutions, donors, the private sector, civil society, and the media. The successful candidate will work closely with the Resident Coordinator's Office and other relevant groups to develop mechanisms, operational tools, and enhanced capacities that will allow the UN to articulate its value proposition, showcase collective results, and transform evidence into strategic messages and advocacy products. This role is crucial for strengthening political dialogue and stakeholder engagement, supporting resource mobilization, and institutionalizing strategic information flow mechanisms.

Duties and Responsibilities:
The duties and responsibilities of the UN Specialist include conducting a diagnostic assessment of inter-agency information flows, mapping current information exchanges, and evaluating the effectiveness of existing mechanisms in supporting strategic positioning and resource mobilization. The candidate will analyze the UN's results and experiences in Madagascar to identify comparative advantages and develop a strategic positioning framework. This framework will highlight the UN's unique value in various intervention areas and identify opportunities for political influence and partnership engagement. The role also involves creating impactful narratives based on data and results, developing strategic communication messages tailored to different audiences, and enhancing the visibility of the UN's contributions. Additionally, the candidate will assess capacity-building needs and implement training programs for UN staff on strategic communication and advocacy.

Required Qualifications:
Candidates must possess a higher university degree in strategic communication, public affairs, international relations, international development, political science, or a related field. A bachelor's degree combined with two additional years of relevant professional experience may be accepted in lieu of a master's degree. A minimum of five years of experience in strategic communication, institutional positioning, advocacy, or public affairs is required, preferably within the development sector or international organizations. Proven experience in translating development results into public policy arguments and advocacy is essential, along with experience in organizational diagnostics and multi-stakeholder information coordination. Desired qualifications include experience in developing institutional positioning strategies and a strong ability to analyze complex data and produce strategic recommendations.

Educational Background:
A higher university degree in communication, public affairs, international relations, international development, political science, or a related field is required. Alternatively, a bachelor's degree with two additional years of relevant experience may be accepted. The educational background should provide a solid foundation in strategic communication principles and practices, as well as an understanding of international development and public policy.

Experience:
The position requires a minimum of five years of relevant experience in strategic communication, institutional positioning, advocacy, or public affairs. Candidates should have a proven track record of translating development results into effective public policy arguments and advocacy strategies. Experience in organizational diagnostics and managing multi-stakeholder information systems is also essential. Additionally, candidates should demonstrate experience in developing institutional positioning strategies and have a strong analytical capability to assess complex data and produce actionable recommendations.

Languages:
Fluency in spoken and written French is mandatory, with excellent writing skills required. Knowledge of English is also required, and proficiency in Malagasy is considered an asset. The ability to communicate effectively in these languages is crucial for engaging with diverse stakeholders and producing high-quality communication materials.

Additional Notes:
The expected duration of the position is four months. The role is part of a broader initiative to enhance the UN's effectiveness in contributing to the 2030 Agenda and Sustainable Development Goals (SDGs).
