Job Overview: The Project Manager position is crucial for overseeing the Kharkiv Integrated Project (KIP), which involves coordinating various humanitarian efforts in the Kharkiv region and at the national level. The Project Manager will work in partnership with URCS to ensure effective project execution, provide technical support, and represent the French Red Cross to local stakeholders. Duties and Responsibilities: The Project Manager will be responsible for several key objectives: 1) Ensuring strong project coordination for quality implementation and follow-up at the URCS Kharkiv regional branch; 2) Overseeing PMER (Planning, Monitoring, Evaluation, and Reporting), including data collection, analysis, and reporting; 3) Liaising and communicating with key stakeholders such as URCS branches and other partners; 4) Monitoring financial and logistical aspects of the project; 5) Providing technical support to the URCS National Committee and coordinating the overall French Red Cross portfolio in Ukraine. The Project Manager will also collaborate with various internal and external partners to ensure the project's success and sustainability.
Required Qualifications: Candidates must have at least 3 years of experience in project cycle management and humanitarian coordination, particularly in conflict-affected areas. They should possess strong skills in managing multi-sectoral projects, PMER/MEAL, logistics, and finance. Excellent writing skills are mandatory, along with the ability to communicate effectively with local and international partners. A technical background in health or disaster risk reduction is appreciated, as well as proficiency in Microsoft Office and knowledge of the Ukrainian context.
Educational Background: A relevant degree in humanitarian studies, project management, or a related field is required. Advanced degrees or certifications in project management or humanitarian response are advantageous and may enhance a candidate's profile.
Experience: The position requires a minimum of 3 years of relevant experience in project management within humanitarian contexts, particularly in areas affected by conflict. Candidates should have a proven track record of developing and implementing projects, as well as experience in donor reporting and contract management. Familiarity with the Red Cross/Red Crescent Movement is a plus, as is experience in working with local authorities and organizations.
Languages: Fluency in English, both spoken and written, is essential for this role. Proficiency in Ukrainian and/or Russian is considered a strong asset, while knowledge of French is also beneficial. The ability to communicate effectively in these languages will facilitate collaboration with local partners and stakeholders.
Additional Notes: The position is classified as expatriate with a fixed-term contract under French law. The salary will be determined based on the classification of the position and the candidate's experience. Employees will receive a daily per diem that varies by country, and they are entitled to 10 to 15 days of leave every six months. The French Red Cross covers 100% of airfare for home travel and provides comprehensive health coverage, including MedEvac/repatriation insurance and provident insurance for death and disability. The role requires significant travel within Ukraine, with up to 60% of time spent in Kharkiv and 40% in Kyiv. The contract duration is 12 months, with the possibility of renewal, and the starting date is set for February 202
