Job Overview: The Housing Project Support Officer will work under the supervision of the Government and Legal Engagement Officer, playing a crucial role in the implementation of the Housing Project. This position involves a variety of functions including legal perusal, capacity development, communication, and engagement. The officer will assist in programmatic, financial, and administrative monitoring and reporting, ensuring compliance with IOM policies and donor requirements. The role requires collecting information on existing legal practices in Ukraine related to housing, providing legal compliance checks, and supporting project implementation through informal interpretation and translation between English and Ukrainian. The officer will also be responsible for preparing and reviewing legal documentation templates, maintaining records of meetings, and assisting in organizing project-related events. Monitoring the government's efforts to support internally displaced persons (IDPs) with access to affordable housing is also a key responsibility, along with providing regular updates to the project team.
Duties and Responsibilities:
Support the implementation of the Housing Project by assisting in legal perusal, capacity development, and communication efforts.
Collect and analyze information on existing legal practices in Ukraine related to housing.
Conduct basic legal compliance checks to ensure project alignment with national regulations.
Provide informal interpretation and written translation between English and Ukrainian as necessary.
Assist in the preparation and review of legal documentation templates, including MoUs and contracts.
Maintain track records and take minutes of internal meetings, ensuring follow-ups on technical issues with municipalities and other stakeholders.
Organize and conduct Housing Project-related events, including meetings and presentations with various authorities and stakeholders.
Monitor the government's initiatives to support IDPs in accessing affordable housing and provide summary findings to the project team.
Support the registration or re-registration of the Housing Project as an International Technical Assistance (ITA) project in accordance with national regulations. 1
Collect inputs for legal analysis and advice to address implementation issues. 1
Perform additional duties as assigned by the supervisor.
Required Qualifications:
High school diploma/certificate or equivalent with at least six years of relevant work experience, OR a Bachelor’s degree in law or a related field from an accredited institution with four years of professional experience.
Proven reporting and writing skills.
Experience working with Ukrainian government and civil society counterparts.
Experience in the registration of ITA projects is preferred.
Knowledge of housing policy is an advantage.
Educational Background: Candidates must possess either a high school diploma/certificate or an equivalent qualification with a minimum of six years of relevant work experience, or a Bachelor’s degree in law or a related field from an accredited academic institution, accompanied by at least four years of professional experience in a related area.
Experience: The position requires proven experience in reporting and writing, as well as a background in working with Ukrainian government and civil society counterparts. Candidates should have experience collaborating with state and municipal authorities and supporting initiatives related to vulnerable populations. Experience in the registration of ITA projects is advantageous, and familiarity with housing policy will be considered a plus.
Languages: Proficiency in Ukrainian is mandatory. Good command of English is also required, particularly for translation and interpretation tasks. Additional language skills may be beneficial but are not mandatory.
Additional Notes: This position may involve full-time engagement and requires a commitment to the objectives of the Housing Project. The role may include responsibilities that require interaction with various stakeholders, including government officials and civil society organizations. Compensation and benefits will be aligned with IOM policies and practices.
