Job Overview: The Technical Officer position is integral to the ILO's initiative in Ukraine, which focuses on protecting and equipping the energy workforce amidst the ongoing challenges posed by war-related damages. The role involves providing technical backstopping for occupational safety and health (OSH) assessments and measures specifically tailored for the energy sector, which is currently facing extreme risks due to the ongoing conflict. The Technical Officer will work closely with government authorities, employers, and workers’ organizations to develop and implement OSH protocols that are responsive to the unique challenges of wartime conditions. This position is crucial for ensuring the safety and health of energy workers while also contributing to the long-term modernization and reskilling of the workforce in alignment with Ukraine's recovery and resilience goals.
Duties and Responsibilities: The Technical Officer will be responsible for a variety of tasks including:
Providing technical backstopping for the design and implementation of OSH assessments and measures across project outcomes, focusing on prevalent hazards in the energy sector.
Developing and adapting OSH protocols for high-risk contexts, ensuring inclusivity and gender-responsiveness.
Offering technical support to government authorities and organizations in identifying preventive measures and control strategies.
Coordinating with consultants and service providers for OSH assessments and training development.
Facilitating tripartite dialogue and integrating OSH provisions into workplace adaptations.
Preparing training programs and capacity-building materials, and facilitating workshops on OSH for stakeholders.
Monitoring implementation progress, ensuring quality assurance of deliverables, and preparing technical reports.
Contributing to the development of project knowledge products such as case studies and policy briefs related to OSH.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in occupational safety and health, medicine, engineering, or a related field. Alternatively, a first-level university degree (Bachelor’s or equivalent) combined with two additional years of relevant experience will be accepted. Candidates should demonstrate strong technical skills in hazard identification, risk management, and the implementation of preventive measures. Experience in the energy sector and familiarity with the European Union's normative framework on occupational safety and health are advantageous. Experience in hardship duty stations is also considered a plus.
Educational Background: The educational requirements for this position include an advanced university degree in a relevant field such as occupational safety and health, medicine, or engineering. A first-level university degree with additional relevant experience is acceptable. This educational background is essential for understanding the complexities of occupational safety and health in high-risk environments, particularly in the context of the energy sector in Ukraine.
Experience: The position requires at least five years of experience in formulating and implementing OSH programs or measures. Candidates should have a proven track record of working in environments that require strong technical skills in hazard identification and risk management. Experience in the energy sector or with the European Union's occupational safety and health framework is highly desirable. Additionally, experience in hardship duty stations will be beneficial for this role, given the challenging context in which the project will be implemented.
Languages: Excellent command of English is mandatory for this position. Knowledge of Ukrainian is considered a plus, as it will facilitate communication with local stakeholders and enhance the effectiveness of the project implementation.
Additional Notes: The position is a fixed-term contract for one year, with the possibility of renewal subject to the availability of funds and satisfactory performance.
