Job Overview: The Fleet Manager position at the WHO Country Office in Ukraine involves overseeing the operational and programmatic needs related to transport and fleet management. The incumbent will be responsible for analyzing operational requirements, planning fleet size, preparing annual fleet plans, and ensuring compliance with local regulations regarding vehicle registration and insurance. The Fleet Manager will also be tasked with reporting traffic incidents, conducting investigations, and implementing measures to enhance fleet efficiency and safety. Duties and Responsibilities: The Fleet Manager will perform a variety of duties, including but not limited to: analyzing operational and programmatic needs for transport; preparing annual fleet plans and budgets; ensuring vehicles are registered and insured according to local laws; identifying and establishing contracts with quality garages; overseeing vehicle maintenance and validating invoices; capturing fleet data in management systems; supporting driver selection and training; reporting traffic incidents and conducting investigations; monitoring fuel consumption and implementing efficiency measures; ensuring compliance with MOSS standards; establishing relationships with stakeholders; and preparing monthly fleet management reports. The role requires a proactive approach to identifying and implementing actions that improve fleet operations and reduce risks associated with transport.
Required Qualifications: Candidates must possess a university degree in engineering, mechanics, or a relevant field. For WHO staff, an equivalent combination of professional certification and relevant work experience may be considered. Essential qualifications include one year of experience in integrating fleet operations with security" style="border-bottom: 1px dotted #007bff !important;">security-risk-management" style="border-bottom: 1px dotted #007bff !important;">security risk management, including movement planning and incident response in insecure environments. Demonstrated experience in managing a large fleet team is also required. Educational Background: A university degree in engineering, mechanics, or a relevant field is essential for this position. Experience: The position requires at least one year of relevant experience in fleet operations, particularly in contexts involving security risk management. Experience in the UN system or similar international organizations is desirable, particularly in roles that involve strategic advisory responsibilities.
Languages: Expert knowledge of English and Ukrainian is essential for this position. A working knowledge of other official WHO/EURO languages is considered desirable, as it may enhance communication and collaboration within the organization and with external partners.
Additional Notes: This position is classified as a National Professional Officer role, meaning that only applications from nationals of Ukraine will be accepted. The WHO offers an attractive remuneration package, including a starting annual net base salary of USD 33,420.00, subject to mandatory deductions.
