Job Overview:
The Consultant for Judicial Training on Human Trafficking will play a crucial role in enhancing the understanding of trauma-informed approaches among professionals involved in court proceedings with victims of human trafficking. This position is part of a project aimed at improving the protection of vulnerable populations in Ukraine by combatting human trafficking and promoting safe migration. The consultant will be responsible for designing and delivering specialized training modules that focus on victim-centered and trauma-informed approaches during court hearings. This includes preparing judges to handle cases involving victims of human trafficking with sensitivity to their psychological and emotional needs, ensuring that judicial processes do not exacerbate their trauma. The consultant will also be expected to develop a comprehensive training curriculum that aligns with Ukrainian law and international best practices, ensuring that judges are equipped with the necessary skills to manage cases effectively and compassionately.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Developing a training curriculum tailored specifically for judges, which reflects the Criminal Code of Ukraine and the Criminal Procedure Code of Ukraine, as well as relevant Supreme Court practices and ECtHR jurisprudence.
  • Integrating international standards and best practices into the training, focusing on victim-centered approaches, trauma-informed principles, and confidentiality.
  • Preparing training materials such as presentations, case studies, and practical tools to facilitate learning.
  • Conducting interactive training sessions over three days in Kyiv, collaborating with another consultant to ensure comprehensive coverage of the topics.
  • Leading practical exercises that focus on judicial control of questioning, assessment of testimony affected by trauma, and courtroom communication that preserves dignity and minimizes harm.
  • Preparing a trainer’s report that summarizes group engagement, key discussion points, and challenges faced during the training.
  • Performing additional duties as assigned by IOM.

Required Qualifications:
Candidates must possess a University Degree in Psychology, Law, or a related field, along with a minimum of five years of professional experience in countering human trafficking and applying victim-centered and trauma-informed approaches. Demonstrated experience in delivering judicial trainings is essential. Candidates should have in-depth knowledge of Ukrainian criminal and procedural law, international anti-trafficking and human rights standards, and relevant ECtHR case law. Excellent written and oral communication skills in Ukrainian are mandatory, while knowledge of English is considered an asset. The ability to work independently as well as collaboratively within a team is crucial, along with self-discipline and the capacity to meet deadlines.

Educational Background:
The position requires a University Degree in Psychology, Law, or a related field. This educational background is essential to ensure that the consultant has a solid understanding of the legal frameworks and psychological principles relevant to the training of judges in handling cases of human trafficking.

Experience:
Candidates should have at least five years of professional experience in the field of countering human trafficking, with a strong emphasis on victim-centered and trauma-informed approaches. Experience in delivering judicial training is particularly important, as the consultant will be responsible for educating judges on sensitive topics related to trauma and victimization.

Languages:
Fluency in Ukrainian is mandatory for this position, as the training will be conducted in this language. Knowledge of English is considered an advantage, as it may facilitate access to additional resources and best practices from international contexts.

The consultancy is expected to be conducted over a specified period, with a deliverable deadline of 10 April 202
  • The consultant will be compensated with a fee of 1050 USD upon successful completion of the training and submission of the final report. The training will take place in March 2026, and the consultant will be required to conduct pre- and post-training assessments to evaluate the effectiveness of the training. It is important to note that IOM has a zero-tolerance policy regarding misconduct and discrimination, and all candidates must adhere to the organization's ethical standards.
