Job Overview:
The Monitoring & Reporting and Coordination Specialist will play a crucial role in overseeing monitoring and reporting efforts within the Women’s Civil Society Unit (WCSO) at UN Women. This position involves working closely with unit colleagues and grantee partners to ensure coherent monitoring across various partners, managing program evaluations, and supporting key reporting and knowledge management efforts. The specialist will be responsible for providing technical assistance to civil society partners, ensuring quality data collection, and developing capacity-building tools. The role also includes analyzing data from grantee reports, synthesizing lessons learned, and preparing substantive reports for various stakeholders. The specialist will support program management oversight, ensuring alignment with approved documents and donor agreements, and will lead internal coordination to facilitate timely program delivery.

Duties and Responsibilities:
  • Monitoring & Technical Assistance: Oversee monitoring frameworks and ensure quality data collection across partners. Provide technical guidance on indicators, baselines, and reporting tools. Review grantee progress and final reports, preparing recommendations for improvements. Maintain monitoring databases and undertake monitoring missions to provide ongoing technical support. Develop capacity-building tools and conduct training sessions for grantee partners and Sub-Office Field Coordinators.
  • Reporting and Knowledge Management: Analyze data from grantee reports, capturing lessons learned and good practices. Prepare substantive reports for various purposes, including donor reports and newsletters. Collaborate with program staff to enhance internal knowledge management and support research on relevant topics.
  • Programme Oversight and Coordination: Support program management oversight for the WCSO Unit, ensuring alignment with program documents and donor agreements. Assist in program planning and implementation, clarifying roles and timelines. Lead internal coordination with relevant units to ensure timely program delivery and monitor operational constraints.
  • Evaluation: Oversee program evaluations, ensuring findings are integrated into program adjustments. Assess quality and methodological issues of evaluation reports and provide feedback for improvements. Produce knowledge management summaries for dissemination.

Required Qualifications:
Candidates must possess a strong knowledge of program formulation and implementation, particularly in Results Based Management. They should have expertise in monitoring and evaluation, including evaluation design, data collection, and reporting. The ability to synthesize program performance data and produce analytical reports is essential. Strong analytical and report writing skills are required, along with good knowledge of UN program management systems and monitoring and reporting skills.

Educational Background:
A Master’s degree or equivalent in Political Science, International Development Studies, Gender/Women’s Studies, Economics, Sociology, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/program management certification (such as PMP®, PRINCE2®, or MSP®) is desirable.

Experience:
At least 5 years of progressively responsible experience in civil society programming, monitoring of partners, knowledge management, and/or reporting is required. Experience in training partners or staff on programming, monitoring, or evaluation is desirable. Familiarity with Afghanistan or other conflict/post-conflict settings, particularly in supporting women civil society organizations, is advantageous. Experience in the United Nations or other multilateral organizations focused on international development is highly desirable.

Languages:
Fluency in English is mandatory. Knowledge of additional languages relevant to the region may be considered an asset, enhancing communication with diverse stakeholders.
