Job Overview:
The Procurement and Supply Chain Management (PSM) Officer plays a crucial role in ensuring the effective procurement, storage, inventory management, and distribution of health commodities. This position is vital for maintaining the quality and timely availability of essential health products while ensuring compliance with both governmental and organizational standards. The PSM Officer will monitor stock levels at implementing partners, support reporting and analysis, and contribute to capacity-building efforts in supply chain management. The role requires a proactive approach to managing multiple tasks and working collaboratively with various stakeholders to ensure that health commodities are available where and when they are needed.

Duties and Responsibilities:
The PSM Officer will be responsible for a variety of key tasks including: providing support in the procurement of necessary commodities in close coordination with the Logistic Management Section (LMS) and Management Division (MD); preparing necessary documentation and following up with the Department of Health Services (DoHS) and other relevant government agencies for import permissions and exemptions; cross-verifying quantities received against purchase orders and reporting discrepancies; inspecting commodities for visible damage; supporting inventory management and good storage practices; providing technical assistance for distribution plans; regularly monitoring stock status of health commodities and informing relevant divisions of stock-related issues; managing logistics files and ensuring proper documentation; supporting the disposal of expired or unusable health commodities; preparing logistics reports; and performing any other tasks assigned by the Management Division or supervisor.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Public Health, Management, Supply Chain Management, Pharmacy, or a related Social Science, along with three years of experience in warehouse/store management of pharmaceutical and/or health products. A Master’s degree is preferred, along with relevant experience in pharmacy or PSM, and experience working with Government Health Procurement and Supply Chain Management is considered an asset. The ideal candidate should be a self-starter with the ability to work independently and manage multiple tasks with minimal supervision, as well as possess excellent interpersonal, organizational, communication, and problem-solving skills.

Educational Background:
A Bachelor’s degree in a relevant field such as Public Health, Management, Supply Chain Management, Pharmacy, or related Social Sciences is required. A Master’s degree in a related field is preferred and may enhance the candidate's qualifications for the role.

Experience:
The position requires a minimum of three years of relevant experience in warehouse/store management of pharmaceutical and/or health products. Experience in procurement and supply chain management, particularly within a governmental context, is highly desirable. Candidates should demonstrate a proven ability to manage multiple tasks effectively and work collaboratively in a team-oriented environment.

Languages:
Fluency in both oral and written English and Nepali is mandatory, as the role involves documentation and communication with various stakeholders. Proficiency in additional languages may be considered an asset but is not required.
