Job Overview:
The National Consultant will play a crucial role in providing technical assistance to the National Institute of Malariology, Parasitology and Entomology (NIMPE), the Institute of Malariology, Parasitology and Entomology (IMPEs), and provincial authorities in Vietnam. The consultant's primary focus will be on the effective implementation of the National Malaria Programme, which aims to eliminate malaria in the country. The consultant will be expected to leverage their expertise in public health and epidemiology to support the ongoing efforts to reduce malaria cases and prevent the re-establishment of malaria transmission. This position requires a proactive approach to strengthening malaria surveillance and response systems, ensuring that the country meets its elimination targets by the end of 202
  • The consultant will also be responsible for producing monthly progress reports and an end-of-assignment technical report that summarizes achievements, challenges, and recommendations for sustaining malaria elimination efforts.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Provide technical support to NIMPE, IMPEs, and provincial authorities in the implementation of the National Malaria Programme.
  • Conduct assessments of current malaria surveillance and response systems and identify areas for improvement.
  • Develop and implement strategies to strengthen malaria prevention and control measures.
  • Collaborate with local health authorities to ensure effective communication and coordination of malaria elimination efforts.
  • Prepare and submit monthly progress reports detailing technical support provided, key activities conducted, challenges encountered, and recommendations for follow-up.
  • Compile an end-of-assignment technical report summarizing achievements, lessons learned, and recommendations for sustaining malaria elimination efforts.
  • Participate in training and capacity-building activities for health staff involved in malaria control and elimination.
  • Travel to provinces as required to support implementation activities and monitor progress.

Required Qualifications:
The position requires the following qualifications:
  • An advanced university degree in medicine, public health, epidemiology, or a related field from a recognized university.
  • Strong knowledge of malaria prevention and control strategies.
  • Ability to work independently and take initiative in a dynamic environment.
  • Excellent interpersonal skills and the ability to work effectively with diverse teams and stakeholders.
  • Strong analytical and problem-solving skills to address challenges in malaria elimination efforts.

Educational Background:
Candidates must possess an advanced university degree in medicine, public health, epidemiology, or a related field from a recognized institution. Additional training in entomology, vector control, epidemiology, or disease surveillance related to malaria control and elimination is desirable.

Experience:
Candidates should have a minimum of 10 years of work experience in public health, epidemiology, or related areas. Demonstrated experience in the implementation of national malaria programmes is essential. Previous work experience in malaria prevention and control in Vietnam, as well as experience with WHO or other international agencies, is highly desirable.

Languages:
Fluency in Vietnamese is mandatory, with a basic proficiency in English speaking and writing being advantageous. This bilingual capability is essential for effective communication with local stakeholders and international partners.
