The consultancy is associated with the Viet Nam Administration of Disease Prevention (VADP) and the One Health Partnership in Vietnam (OHP), which was launched in March 201
  • The OHP aims to address One Health challenges by bringing together various stakeholders, including governmental and non-governmental organizations, under the leadership of the Government of Vietnam. The initiative has evolved from the Vietnam Partnership for Avian and Human Influenza (PAHI) and has seen significant collaboration among ministries such as the Ministry of Agriculture and Rural Development (MARD), the Ministry of Health (MOH), and the Ministry of Natural Resources and Environment (MONRE). The OHP has developed strategic plans to enhance intersectoral collaboration and coordination in public health, particularly concerning zoonotic diseases and food safety.

Job Overview:
The primary purpose of this consultancy is to work closely with the Viet Nam Administration of Disease Prevention (VADP) and other stakeholders to develop the One Health Master Plan for Vietnam for the period 2026-203
  • This role involves building upon the existing frameworks and plans, particularly the OHP Master Plan for Zoonoses 2021-2025, which was approved in March 202
  • The consultant will be responsible for ensuring that the new Master Plan integrates and builds upon the activities outlined in the National Bridging Workshop (NBW) roadmap, which aims to strengthen multisectoral coordination and collaboration in addressing public health challenges. The consultant will also be tasked with submitting a final version of the National OH Master Plan and a consultancy report to the World Health Organization (WHO) by specified deadlines.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Collaborate with relevant government partners and stakeholders to gather data and information necessary for the development of the One Health Master Plan.
  • Analyze existing public health frameworks and plans to identify gaps and areas for improvement.
  • Develop a comprehensive One Health Master Plan for the period 2026-2030 that focuses on strengthening multisectoral coordination, prevention and control of zoonotic diseases, antimicrobial resistance (AMR), and food safety.
  • Ensure that the Master Plan aligns with the NBW roadmap and incorporates lessons learned from previous strategic plans.
  • Prepare and submit a final version of the National OH Master Plan by 15 May 202
  • Draft and submit a final consultancy report to WHO by 31 May 202
  • Participate in meetings and consultations with stakeholders to present findings and gather feedback.
  • Provide technical support and guidance to government partners throughout the consultancy period.

Required Qualifications:
The following qualifications are required for this position: Essential: An advanced degree (master’s level or above) in public health, medicine, social science, or a related field from an accredited/recognized institution. Desirable: Specialized training or education in monitoring and evaluation of public health initiatives. Candidates should possess strong analytical skills and the ability to synthesize complex information into actionable plans.

Educational Background:
Candidates must have an advanced degree (master’s level or above) in public health, medicine, social science, or a related field from an accredited or recognized institution. This educational background is crucial for understanding the complexities of public health issues and developing effective strategies to address them.

Experience:
Candidates should have at least 7 years of relevant experience in public health, with a strong emphasis on One Health, zoonoses, and food safety. Experience in working with government departments, particularly under the Ministry of Health or relevant ministries, is essential. Additionally, experience with WHO or other international agencies related to One Health and public health initiatives is highly desirable.

Languages:
Effective communication and writing skills in English are mandatory for this position. Candidates should be knowledgeable in English, particularly in public health-related contexts. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The consultancy will last for 30 working days, intermittently from 24 February 2026 to 31 May 202
  • The consultant will have the flexibility to work remotely from home or from the WHO office in Hanoi. Travel may be required upon request from the responsible officer and HSE team lead. Compensation will be determined based on qualifications and professional experience. This vacancy notice may also be used to identify candidates for other similar consultancies at the same level.
