Job Overview: The Head of Resources Management will be responsible for overseeing and managing the financial, budgetary, treasury, human resources, supply chain, and information and communications technology activities within the Country Office (CO) and its sub-offices. This role requires a strategic approach to financial management, ensuring adherence to internal controls to prevent fraud and mismanagement. The incumbent will coordinate the preparation of financial reports and budgets, provide oversight of financial expenditures, and undertake analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis of projects. Additionally, the Head of Resources Management will support staff in administrative matters, liaise with relevant units at headquarters, and represent the organization at high-level inter-agency meetings. This position is crucial for the smooth operation of IOM's activities in Thailand and requires a proactive approach to managing resources effectively.
Duties and Responsibilities:
Supervise and manage financial, budgetary, treasury, HR, supply chain, and ICT activities in the CO and its sub-offices.
Plan and oversee the financial management of all activities of the CO.
Coordinate the preparation of financial reports, donor reports, and budgets.
Provide oversight of financial expenditures and conduct financial analysis of projects.
Ensure implementation of internal controls to prevent fraud and mismanagement.
Maintain and strengthen operational control systems.
Coordinate day-to-day administrative, finance, HR, procurement/logistics, and ICT activities.
Support staff in administrative questions and enhance their knowledge for smooth operations.
Liaise with HQ, Administrative Centers, and ROAP for information and coordination. 1
Supervise HR, Finance, Procurement, Logistics, Common Service, and ICT Units. 1
Provide on-the-job training in administration/finance. 1
Advise the Chief of Mission on training needs and professional development opportunities. 1
Provide financial updates to the Chief of Mission on the status of resources and future outlook. 1
Participate in senior management team meetings to develop and implement management objectives. 1
Liaise with Project Managers regarding funding levels and future activities. 1
Represent the organization at inter-agency meetings. 1
Liaise with donors regarding projects. 1
Monitor and evaluate administrative and financial aspects of program activities. 1
Oversee maintenance of office premises, equipment, vehicles, and supplies. 2
Undertake travel duties to provide support to sub-offices. 2

Required Qualifications:
Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution with five years of relevant professional experience; or a University degree in the above fields with seven years of relevant professional experience.
Professional certification as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
Management experience at the international level, with a background in finance, accounting, and budgeting, as well as experience in human resources management is required.
Field experience, including liaising with governmental and diplomatic authorities, is a plus.
Knowledge of International Public Sector Accounting Standards (IPSAS) and Oracle is highly desirable.
Educational Background: Candidates must possess a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields is acceptable if accompanied by seven years of relevant professional experience. Professional certifications such as CA, CPA, CIMA, or ACCA are considered advantageous and may enhance a candidate's profile.
Experience: The position requires a minimum of five years of relevant professional experience for candidates with a Master’s degree, or seven years for those with a University degree. Candidates should have management experience at the international level, particularly in finance, accounting, and budgeting. Experience in human resources management is also essential. Field experience, especially in liaising with governmental and diplomatic authorities, is considered a plus. Familiarity with International Public Sector Accounting Standards (IPSAS) and Oracle systems is highly desirable.
Languages: Fluency in English, both oral and written, is required for this position. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-3 grade level and is a professional vacancy type.
