Job Overview:
The Project Technical Officer will play a crucial role in managing and implementing the 'Advancing Responsible Supply Chains and Decent Work' project, which is funded by the Japanese Ministry of Economy, Trade and Industry (METI). This innovative project aims to promote responsible and resilient supply chains and decent work between Japan and Thailand, focusing on advancing Human Rights Due Diligence (HRDD), fostering social dialogue, and enhancing cross-border industry cooperation in the automotive and related electrical and electronics sectors. The Project Technical Officer will ensure that the project objectives are met within the allocated timeframe and budget, while aligning with ILO standards and policies. The role requires effective planning, coordination, and monitoring of project activities, as well as collaboration with various stakeholders, including governments, employers, and workers' organizations. The incumbent will also be responsible for promoting gender equality and non-discrimination throughout the project.

Duties and Responsibilities:
The Project Technical Officer will be responsible for a wide range of duties, including:
  • Planning and implementing project activities in accordance with ILO development cooperation policies and guidelines.
  • Coordinating project activities through effective communication with technical and project staff.
  • Monitoring and evaluating project outcomes and preparing progress reports for the Government of Japan.
  • Conducting technical missions related to project implementation.
  • Promoting gender equality and non-discrimination in all project aspects.
  • Liaising with ILO constituents and key stakeholders on project-related matters.
  • Coordinating research and knowledge development activities.
  • Ensuring alignment with regional and country-level programs.
  • Organizing national and sub-regional workshops and identifying training partners. 1
  • Maintaining project-level tracking tools and contributing to corporate information systems. 1
  • Drafting Terms of Reference for consultants and monitoring their implementation. 1
  • Providing technical guidance to project support staff and consultants.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in international relations, development studies, economics, geography, demography, or a relevant field. Alternatively, a first-level university degree (Bachelor’s or equivalent) in one of the aforementioned fields, combined with an additional two years of relevant experience, will be accepted in lieu of an advanced degree. Candidates should have at least five years of relevant professional experience, including international project management and implementation of technical assistance projects in areas such as sustainable enterprise, labor standards, corporate social responsibility, trade and investment, or skills development. Familiarity with ILO principles and procedures, as well as experience working with ILO constituents and international organizations, is highly advantageous.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) in fields such as international relations, development studies, economics, geography, demography, or a relevant area. A first-level university degree (Bachelor’s or equivalent) in one of these fields, along with additional relevant experience, may also be accepted. This educational foundation is essential for understanding the complexities of labor standards, corporate social responsibility, and sustainable development.

Experience:
The position requires a minimum of five years of relevant professional experience, particularly at the international level. Candidates should have a strong background in project management and implementation of technical assistance projects, especially in areas related to sustainable enterprise, labor standards, corporate social responsibility, trade and investment, and skills development. Experience working with ILO constituents and international organizations in developing countries is considered an advantage, as it demonstrates familiarity with the operational frameworks and challenges faced in these contexts.

Languages:
Excellent command of English is mandatory for this position. Knowledge of local languages in the region is considered advantageous, as it can facilitate communication and collaboration with local stakeholders and enhance the effectiveness of project implementation.

This position is a short-term contract lasting for 7 months, with the possibility of renewal based on various factors, including the availability of funds and the continuing need for the functions. The role is based in Bangkok, Thailand, and is subject to ILO Staff Regulations and other relevant internal rules.
