Job Overview:
The Director, Finance & Operations will play a critical role in managing the financial and operational aspects of the EpiC project in Haiti. This position is responsible for ensuring compliance with FHI 360 and U.S. Department of State financial regulations, leading budget development, and overseeing financial reporting. The Director will monitor program expenditures and maintain financial filing systems, ensuring that all financial activities align with project priorities and work plans. This role also involves providing capacity development and technical support to sub-recipients, ensuring robust management of sub-agreements, and coordinating logistical support for project activities. The Director will work closely with various stakeholders, including the National AIDS Control Program and other governmental bodies, to ensure effective implementation of health initiatives in Haiti.

Duties and Responsibilities:
The Director will be responsible for a wide range of duties including:
  • Developing and managing budgets, conducting revenue forecasting, and preparing monthly financial reports for internal analysis.
  • Overseeing sub-award management and compliance, providing technical support to sub-awardees.
  • Reviewing payment requests for accuracy and compliance with FHI 360 policies.
  • Maintaining legal status in the country and ensuring compliance with statutory reporting requirements.
  • Developing procurement plans and overseeing procurement procedures for supplies and equipment.
  • Liaising with internal and external auditors to review financial management.
  • Supervising and mentoring a team responsible for logistics, finance, and administration.
  • Building and maintaining relationships with donors, partners, and stakeholders.
  • Ensuring that all operational functions are effectively coordinated, including finance, logistics, and human resources.

Required Qualifications:
Candidates must possess a Master's level degree in Accounting, Finance, or a related field, or an equivalent combination of education and experience. A Certified Public Accountant (CPA) or other relevant professional certification is preferred. Applicants should have a minimum of 12 years of experience in accounting, operations, and financial management, with at least 6 years in a leadership role managing a finance department. Experience with financial analysis, reporting, and budget development in international health projects is essential. Familiarity with U.S. Government cost principles and regulations, particularly those related to PEPFAR, is required.

Educational Background:
A Master's degree in Accounting, Finance, or a related field is required. Candidates with a PhD or equivalent qualifications will also be considered. Professional certifications such as CPA are highly desirable and will enhance a candidate's application.

Experience:
The position requires a minimum of 12 years of relevant experience in accounting and financial management, with at least 6 years in a managerial role overseeing finance departments. Candidates should have experience in managing large-scale international development assistance programs and a proven track record in financial analysis, reporting, and budget management. Experience with U.S. Government regulations and grant management is also essential.

Languages:
Fluency in French, Haitian Creole, and English is mandatory for this position. Proficiency in these languages is crucial for effective communication with stakeholders and team members in Haiti.

This position is based in Port-au-Prince, Haiti, and preference will be given to Haitian nationals currently residing in Haiti.
