Job Overview:
The Technical Officer, HIV Clinical Services plays a crucial role in the EpiC project, which is focused on achieving and maintaining HIV epidemic control in Jakarta, Indonesia. This position involves providing technical assistance in HIV clinical services, which encompasses a range of activities including HIV testing and counseling, treatment protocols such as Test and Treat All, viral load testing, and the integration of TB/HIV services. The officer will work closely with local health facilities and stakeholders to ensure high-quality care and to meet the ambitious 95-95-95 targets set for HIV management. The role requires collaboration with various health entities and community organizations to enhance the effectiveness of HIV services and to promote self-reliance in managing national HIV programs. The Technical Officer will also be responsible for developing strategies that align with local needs and priorities, ensuring that the services provided are tailored to the specific context of Jakarta.

Duties and Responsibilities:
The Technical Officer will be responsible for a wide range of duties including: developing and implementing the EpiC HIV clinical services strategy in Jakarta; assisting health facilities in achieving technical performance thresholds; collaborating with local health authorities and organizations to strengthen district performance; providing technical assistance to streamline HIV testing processes; conducting clinical mentoring sessions; supporting the implementation of national treatment guidelines; assisting in setting viral load targets; promoting collaboration between facilities and communities; managing communication with health authorities; ensuring high-quality results in line with the EPIC work plan; staying updated on HIV clinical service guidelines; facilitating quality control systems; monitoring clinical service activities; and reporting on progress to relevant stakeholders. This role requires a proactive approach to problem-solving and the ability to adapt strategies based on results and feedback.

Required Qualifications:
Candidates must possess a clinical degree with active practice experience or a public health degree. They should have at least three years of HIV technical expertise, preferably with experience in public health related to HIV. Demonstrated capacity in building partnerships and managing projects is essential. Proficiency in both written and spoken English and fluency in Bahasa Indonesian are required. Familiarity with U.S. government regulations and experience in an international NGO environment are desirable. Candidates should also have excellent organizational, presentation, and capacity-building skills, as well as sensitivity to cultural differences and the political and ethical issues surrounding public health in Indonesia.

Educational Background:
The position requires a clinical degree, which may include qualifications such as a medical degree, nursing degree, or a degree in public health. The educational background should be complemented by relevant training and certifications in HIV clinical services and public health practices. Continuous professional development in the field of HIV/AIDS is also encouraged to stay abreast of the latest guidelines and treatment protocols.

Experience:
A minimum of three years of experience in HIV technical roles is required, with a preference for candidates who have worked in public health settings related to HIV. Experience in capacity building, management, and partnership development is crucial. Familiarity with the operational aspects of health services and the ability to navigate the complexities of working with various stakeholders in the health sector are essential for success in this role.

Languages:
Proficiency in both written and spoken English is mandatory, as well as fluency in Bahasa Indonesian. Knowledge of additional languages relevant to the local context may be considered an advantage, particularly for engaging with diverse communities affected by HIV.
