Job Overview:
The Programme Officer (Migration Management) will be stationed in Pohnpei, Federated States of Micronesia, and will report directly to the Chief of Mission (COM). The role involves supporting and coordinating the development, implementation, monitoring, and reporting of ongoing migration management interventions in the Federated States of Micronesia, the Republic of Palau, and the Republic of the Marshall Islands. The officer will be responsible for ensuring compliance with IOM policies and standards, as well as donor requirements, while managing the financial, administrative, and technical aspects of migration management projects. The position requires close collaboration with various stakeholders, including government entities, national authorities, and civil society, to strengthen partnerships and enhance the effectiveness of migration management initiatives. The officer will also draft reports, analyze migration trends, and contribute to project proposals aligned with governmental needs and donor priorities. Participation in relevant conferences and UN working groups is expected to promote IOM's visibility and facilitate the integration of migration issues into broader development frameworks.

Duties and Responsibilities:
The Programme Officer will have a comprehensive set of responsibilities, including:
  • Supporting the implementation of migration management projects in FSM, RMI, and Palau, focusing on policy development, preparedness at ports of entry, and migrant protection.
  • Coordinating the work of staff, consultants, and partners involved in migration management activities.
  • Maintaining collaboration with stakeholders, including government entities and donors, to enhance partnerships.
  • Drafting progress reports and ensuring effective communication of operational aspects to IOM and stakeholders.
  • Providing technical support in analyzing migration trends and identifying funding opportunities.
  • Facilitating information management and promoting IOM's visibility through regular updates and materials.
  • Coordinating with regional project managers to share lessons learned and tools developed across the Pacific.
  • Participating in conferences, workshops, and UN working groups to advocate for migration issues.
  • Performing additional duties as assigned by the COM.

Required Qualifications:
Candidates must possess a Master’s degree in law, International Relations, Political or Social Sciences, International Development, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a Bachelor’s degree in the same fields with four years of relevant experience is acceptable. Candidates should have experience in programme management, project development, and coordination, as well as familiarity with government authorities and international institutions. Experience in emergency settings and knowledge of IOM/UN programme/project life cycles are preferred. Work experience in the region is an advantage, along with knowledge of UN/IOM regulations and project budgeting.

Educational Background:
The educational requirements for this position include a Master’s degree in relevant fields such as law, International Relations, Political or Social Sciences, or International Development from an accredited academic institution. Alternatively, a Bachelor’s degree in these fields is acceptable if accompanied by four years of relevant professional experience. The educational background should provide a solid foundation for understanding migration management and related policies.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience for those with a Master’s degree, or four years for those with a Bachelor’s degree. Experience in programme management, project implementation, and development is essential. Candidates should also have a proven track record of coordinating projects to maximize outputs and liaising with government authorities and international organizations. Experience in emergency settings and familiarity with IOM/UN project life cycles are highly desirable, as is work experience in the Pacific region.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-2 grade level, indicating a professional vacancy.
