The consultant will work closely with both the Ministry and UNHCR to ensure effective policy development and implementation, contributing to the overall governance and public policy framework that supports vulnerable populations in Brazil.
Duties and Responsibilities: The consultant will have a comprehensive set of responsibilities, including: 1) Providing technical support to the development and implementation of the National Policy and Plan on Migration, Asylum, and Statelessness; 2) Assisting with activities related to the National Network of Welcoming Cities; 3) Planning and monitoring activities as requested by the Ministry of Justice and Public Security (MJSP); 4) Conducting research and mapping good practices and comparative policies; 5) Drafting meeting notes, concept notes, presentations, and reports; 6) Supporting the drafting of regulations and policies; 7) Organizing public consultations, meetings, workshops, and seminars; 8) Traveling for work-related purposes as necessary; 9) Performing other duties as assigned by the MJSP or UNHCR. The consultant will report to both the MJSP and UNHCR, ensuring accountability and effective communication between the two entities.
Required Qualifications: The position requires a Bachelor's degree in Social Sciences, International Relations, Law, Public Policy, or a related field from an accredited institution. Candidates must possess excellent communication skills, both written and oral, along with strong interpersonal, planning, prioritization, analytical, and drafting skills. Additionally, candidates should have a minimum of four years of professional experience in areas related to migration, refugees, protection, asylum, or statelessness. Experience in multilateral processes or with the Federal Government is desirable, as is previous work with international organizations or the UN system. Experience as an Individual Consultant for UN Agencies will be considered an asset, particularly for those with a background in drafting, implementing, and monitoring public policies.
