Job Overview: The consultancy position is focused on designing and delivering specialized training on Counterterrorism for Ugandan officials stationed at border posts along the Uganda-DRC border. The training aims to enhance the capacity of these officials to detect and respond to potential security" style="border-bottom: 1px dotted #007bff !important;">security threats by providing them with a comprehensive understanding of counter-terrorism principles, behavioral profiling, and effective interviewing techniques. The consultant will be responsible for creating a tailored training curriculum, developing training materials, and facilitating workshops that will significantly contribute to the security and stability of the border regions. The training is part of a broader EU-funded project aimed at strengthening cross-border cooperation and resilience in borderland areas.
Duties and Responsibilities: The consultant will undertake several key tasks, including:
Designing a tailored training curriculum and detailed agenda that meets the specific needs of Ugandan border officials.
Developing comprehensive training materials such as slides, handouts, participant guides, and facilitator notes to support the training sessions.
Delivering one or two full-day workshops, each lasting at least 8 hours, to effectively convey the training content.
Developing and administering pre- and post-training assessments to evaluate the participants' understanding and retention of the material.
Facilitating the collection of feedback from participants to improve future training sessions.
Preparing a final training report that summarizes the training outcomes, participant feedback, and recommendations for future training initiatives.
Required Qualifications: Candidates must possess an advanced degree or equivalent experience in a relevant field. They should have 5 to 7 years of relevant security training experience, particularly in counter-terrorism or related areas. Additionally, candidates should have experience in adult learning methodologies and a strong understanding of Uganda's border environment. Excellent communication skills, tutoring/training skills, and report writing skills are essential for this role.
Educational Background: An advanced degree in a relevant field such as security studies, international relations, or a related discipline is required. Equivalent experience in a relevant area may also be considered. The educational background should reflect a strong foundation in the principles of security and counter-terrorism.
Experience: The position requires 5 to 7 years of relevant experience in security training, particularly in the context of counter-terrorism. Candidates should have a proven track record of delivering training programs to adult learners, with a focus on practical applications and real-world scenarios. Experience working within Uganda's border environment is highly desirable, as it will inform the training content and delivery.
Languages: Proficiency in English is mandatory, as it is one of IOM's official languages. Knowledge of French and Spanish is considered an asset but not required. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates can effectively communicate the training material.
Additional Notes: The consultancy will take place in the West Nile region of Uganda, with travel outside Kampala reimbursed according to IOM practices. The consultant will be required to submit a daily consultancy rate and will receive 100% payment upon successful completion of the training and submission of the final report. The consultancy is subject to funding confirmation and the candidate's medical fitness for appointment. IOM provides coverage against occupational accidents and illnesses but does not offer evacuation or medical insurance for non-occupational incidents. Candidates are responsible for their own medical insurance and must provide proof of coverage before commencing work. IOM adheres to a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
