Job Overview: The Technical Advisor I (TAI), Polio will provide strategic and technical leadership for the STRengthening Infectious Disease DEtection Systems (STRIDES) Activity, specifically focusing on polio eradication-related surveillance, laboratory strengthening, and case detection. This role requires ensuring that STRIDES polio activities align with global guidance, national policies, and donor regulations while delivering high-quality technical assistance across participating countries. The advisor will oversee in-country implementation, collaborating closely with regional and country teams to troubleshoot challenges and adapt interventions to evolving epidemiological and operational contexts. The TAI will also support capacity strengthening, mentoring, and technical assistance to country-level teams, local partners, and government counterparts, ensuring alignment with the U.S. Government’s global healthsecurity" style="border-bottom: 1px dotted #007bff !important;">security priorities. Additionally, the TAI will contribute to FHI 360’s technical thought leadership by developing tools, guidance, and public goods that enhance the organization’s visibility and credibility in polio eradication and infectious disease surveillance.
Duties and Responsibilities: The TAI, Polio will be responsible for leading the creation and implementation of the technical portion of the STRIDES - Polio Activity plan at the country level, ensuring that activities are performed according to contract requirements and FHI 360 policy. This includes supervising field staff and local consultants, providing technical direction, and preparing subcontracts and budgets. The advisor will also coordinate with technical and programmatic staff to ensure high-quality implementation of polio-related technical components, develop strategies and tools for specific technical components, and ensure compliance with global standards and best practices. The TAI will review donor financial and technical reports, prepare presentations for STRIDES donors, and proactively identify risks or challenges to technical deliverables, creating mitigation plans as necessary. Furthermore, the advisor will ensure the quality of implemented technical activities and systems at all levels, manage projects, set realistic priorities, and influence the design and scope of STRIDES polio initiatives.
Required Qualifications: Candidates must possess a Master’s Degree or its international equivalent in Health, Life/Social Sciences, International Development, or a related field. Project Management (PM) Certification is a plus. The position requires in-depth functional knowledge around specialization and detailed knowledge of polio eradication efforts, particularly in polio surveillance, case investigation, laboratory services, and reporting. Strong diagnostic, analytical, and problem-solving skills are essential, along with the ability to influence others and negotiate effectively. Candidates should also demonstrate a general understanding of the external environment affecting the industry and the organization, including political, legal, environmental, financial, and social influences.
Educational Background: A Master’s Degree or its international equivalent in Health, Life/Social Sciences, International Development, or a related field is required for this position. Additional qualifications such as Project Management (PM) Certification are considered advantageous and may enhance a candidate's profile.
Experience: Typically, candidates should have at least 8 years of relevant experience in designing and evaluating applicable programs/services, with a focus on public health, particularly in developing countries. A minimum of five years of experience in polio eradication programs and management of large-scale public health initiatives involving polio surveillance is required. Relevant publications, presentations, and reports demonstrating expertise in polio eradication and Global Health Security are also necessary. Experience in a non-governmental organization (NGO), government agency, or private organization engaged in polio eradication efforts is preferred, along with international program development or program management experience.
Languages: Proficiency in English is mandatory for this position. Knowledge of additional languages may be considered an asset, particularly if they are relevant to the regions where polio eradication efforts are being implemented.
Additional Notes: The position may involve local and regional travel, estimated at 10% - 25%. The job is typically performed in a standard office environment, requiring the ability to spend long hours looking at a computer screen and performing repetitive tasks.
