Job Overview:
The consultant will play a critical role in coordinating the African Girls Can Code Initiative (AGCCI) Phase IV Programme, which aims to close the digital gender gap by equipping adolescent girls and young women with essential coding and digital literacy skills. This position involves overseeing the development and implementation of the programme's work plan, maintaining budget trackers, and ensuring effective monitoring and reporting of programme activities. The consultant will also be responsible for establishing systems for project planning and implementation, coordinating with national partners, and supporting the development of resource mobilization strategies. The role requires strong leadership and communication skills to advocate for gender-responsive ICT education and to facilitate knowledge sharing and capacity building among stakeholders.

Duties and Responsibilities:
  • Coordinate the AGCCI Phase IV Programme: Develop and implement the overall Programme/Portfolio work plan according to the programme document, maintain the workplan, budget tracker, and risk register. Gather inputs for workplans and periodic reports for the Programme Board and UN Women. Establish systems for project planning, implementation, and monitoring in collaboration with partners. Maintain documentation on programme activities, issues, and risks. Coordinate the establishment of the new AGCCI Tech Hub.
  • Guide coordination with national partners: Build and maintain relationships with national partners to support the implementation and expansion of the AGCCI Programme. Identify capacity building needs and provide technical assistance, mentoring, and training as necessary.
  • Monitor and report on the AGCCI Programme: Compile information for monitoring and reporting on programmes from planning to evaluation stages. Conduct regular monitoring visits and draft reports for various stakeholders, including the Country Office.
  • Build partnerships and support resource mobilization: Contribute to the development of partnerships and resource mobilization strategies for AGCCI Phase V in collaboration with the African Union Liaison Office (AULO).
  • Advocate and facilitate knowledge building: Document the programme implementation process and contribute to the development of knowledge products. Organize advocacy campaigns, events, trainings, and workshops for AGCCI Phase IV.

Required Qualifications:
  • Education: A Master’s degree or equivalent in public administration, law, human rights, gender equality, management, public health, social sciences, or related fields is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
  • Skills: Strong programme formulation, implementation, monitoring, and evaluation skills. Proficiency in budget and finance management. Knowledge of Results Based Management and UN programme management systems. Excellent analytical skills and the ability to gather and interpret data effectively. Strong communication and stakeholder engagement skills are essential.

Educational Background:
The position requires a Master’s degree or equivalent in relevant fields such as public administration, law, human rights, gender equality, management, public health, or social sciences. Candidates with a first-level university degree and additional qualifying experience may also be considered.

Experience:
Candidates must have at least 2 years of progressively responsible experience in managing complex and multi-component programme interventions, preferably in areas related to gender equality and women's empowerment. Experience in coordinating, implementing, monitoring, and evaluating development programmes is desirable. Familiarity with adolescent and youth programs, donor reporting, and engagement with line ministries and local governments is an added advantage. Experience working with UN agencies is also beneficial.

Languages:
Fluency in English is required for this position. Knowledge of another official UN language such as French, Arabic, Chinese, Russian, or Spanish is desirable but not mandatory.

Additional Notes:
This consultancy is office-based at the UN Women Moroto Sub-Office in Northeastern Uganda, with intermittent official travel required to AGCCI project districts for implementation and monitoring activities. The position is full-time and may involve a contract of unspecified duration.
