Job Overview:
The Information Systems Officer position is situated within the Enterprise Solutions Service of OICT. The incumbent will be responsible for providing support for SharePoint Online and O365 platform-based systems and applications. This role involves complex troubleshooting for various applications, including content management, knowledge management, and case management. The officer will participate in the development, programming, testing, debugging, and implementation of new SharePoint Online systems releases, modules, and functionalities. Additionally, the role includes designing and developing solutions on SharePoint Online, O365, Power platforms, and Azure Services, adhering to UN-established standards for software and tools. The incumbent will manage technical documentation for web application systems and products, assist in developing support and operations procedures, and serve as a team leader in projects related to SharePoint Online and O365 applications. The position requires collaboration with users to define requirements, conduct feasibility studies, and assist in identifying user needs, including business process analysis and document workflow analysis. The officer will also provide guidance and training to junior staff and assist in data collection and analysis for decision-making purposes.

Duties and Responsibilities:
The duties and responsibilities of the Information Systems Officer include:
  • Providing support for SharePoint Online and O365 platform-based systems and applications, including troubleshooting.
  • Participating in the development, programming, testing, debugging, and implementation of new SharePoint Online systems releases.
  • Designing and developing solutions on SharePoint Online, O365, Power platforms, and Azure Services.
  • Managing and maintaining technical documentation for web application systems.
  • Assisting in developing support and operations procedures for web applications.
  • Leading projects related to SharePoint Online and O365 applications, including liaising with users to define requirements.
  • Conducting feasibility studies and systems analysis for web application improvements.
  • Identifying user needs and designing workflow systems.
  • Providing support on web application systems development, including security" style="border-bottom: 1px dotted #007bff !important;">security and data backup. 1
  • Drafting correspondence and communications related to work plans and reports. 1
  • Keeping abreast of developments in technology and proposing new acquisitions. 1
  • Providing guidance and training to new/junior staff and supervising other staff as required. 1
  • Assisting with data collection and analysis for presentations and reports. 1
  • Updating information materials such as web pages or brochures. 1
  • Performing other related duties as required.

Required Qualifications:
The required qualifications for the Information Systems Officer position include:
  • A high school diploma or equivalent is required. A first-level university degree may be accepted in lieu of two years of required experience.
  • A university degree in computer science, information technology, or a relevant field is desirable.
  • Knowledge of organizational information infrastructure, including hardware, software, and application systems.
  • Proficiency in relevant programming languages and the ability to develop information systems.
  • Strong research skills and the ability to gather information from various sources.

Educational Background:

Experience:
The level of experience needed for the Information Systems Officer position includes a minimum of 10 years of progressively responsible professional experience in information systems analysis, software development, and maintenance. Specifically, candidates must have at least 10 years of hands-on development experience with SharePoint and SharePoint Online, 6 years of experience writing pipelines for Azure DevOps, 4 years of experience building Case Management and Knowledge Management solutions, and 2 years of development experience using Microsoft Graph API and ShareGate. Additionally, experience with Plumsails forms and Machine Learning is desirable, showcasing a comprehensive background in relevant technologies and methodologies.

Languages:
For this position, English is required as it is one of the working languages of the United Nations Secretariat. Candidates must demonstrate proficiency at UN Level II in reading, writing, listening, and speaking. A working knowledge of Spanish is desirable, indicating that while it is not mandatory, it would be beneficial for candidates to possess this language skill to enhance communication within the organization.
