Job Overview: The Human ResourcesPolicy Officer (Digital Strategy and Technology) plays a crucial role in the development, implementation, and accessibility of HR policies within IOM. This position is supervised by the Chief of the HR Policy and Staff Relations Division and is responsible for translating policy frameworks into practical, digital, and user-friendly tools. The officer will work at the intersection of HR policy development, knowledge management, and digital enablement, collaborating closely with ICT counterparts to ensure consistent interpretation and effective application of HR policies across the organization. The role involves contributing to the development of HR policies, strengthening organizational culture, providing advice on policy interpretation, and coordinating the implementation of digital HR solutions. The officer will also be instrumental in advancing IOM's HR digital transformation agenda by researching, designing, and coordinating technology-enabled HR tools, AI-supported solutions, and automated knowledge resources.
Duties and Responsibilities: The HR Policy Officer will have a comprehensive set of duties and responsibilities, including drafting policies, procedures, guidelines, and administrative issuances on HR matters. They will review existing HR policies and propose changes based on best practices, conduct research to enhance clarity and usability, and support policy roll-outs by embedding implementation logic into digital tools. The officer will provide technical advice on HR policy interpretation and ensure consistency across HR digital tools. They will coordinate the design and enhancement of technology-driven HR tools, support the adoption of key HR digital platforms, and translate complex HR policies into clear operational guidance. Additionally, the officer will act as the HR focal point for collaboration with ICT, facilitate the integration of HR policy considerations into system design, and develop training and communication materials related to HR digital tools. They will also support the Staff Relations Unit in handling administrative cases and improve data security" style="border-bottom: 1px dotted #007bff !important;">security and compliance in digital processes.
Required Qualifications: Candidates must possess a Master's degree in Human Resources, Public Administration, Social or Political Sciences, Law, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. The organization recognizes accredited universities listed in the UNESCO World Higher Education Database. Candidates should have a strong understanding of HR policies and practices, particularly in an international context, and experience in HR digital transformation and technology-supported process improvement is highly desirable.
Educational Background: The educational background required for this position includes a Master's degree in relevant fields such as Human Resources, Public Administration, Social or Political Sciences, Law, or a related area from an accredited academic institution. Candidates with a University degree in these fields must have additional years of relevant professional experience to qualify. The emphasis is on obtaining degrees from recognized institutions that meet international standards.
Experience: The position requires at least five years of experience in HR policy, research, or advisory functions, preferably within an international organization, non-profit environment, or the public sector. Experience in human resources matters is desirable, along with a background in HR digital transformation, HR information systems, and AI-enabled tools. Familiarity with staff relations and the Administration of Justice in an international context is also beneficial. Candidates with experience in organizations within the UN Common System and field experience will have a distinct advantage.
Languages: Fluency in English is required for this position, both oral and written. Working knowledge of French is highly desirable, while proficiency in Spanish and another official UN language (Arabic, Chinese, or Russian) is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The contract for this position is fixed-term for one year, with the possibility of extension. The role is classified at the P-3 grade level, and internationally recruited professional staff are expected to be mobile. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Candidates must meet medical fitness requirements and any residency or visa requirements.
