Job Overview:
The Associate Human Resources Policy and Legal Officer will work under the overall supervision of the Chief of the Human Resources Policy and Staff Relations Division and the direct supervision of the Senior Human Resources Officer (Policy and Legal). This role involves providing support and contributing to legal and HR policy advice, guidance, and recommendations related to HR policies, processes, rules, and regulations. The officer will prepare background materials and provide technical inputs to support advice and guidance on internal justice matters. The position requires close coordination with various departments, including the Department of Legal Affairs and General and Administrative Law Division. The officer will assist in organizing Joint Administrative Review Boards (JARBs), provide technical information and procedural guidance, and compile documentation related to internal justice matters. The role also includes analyzing administrative appeals, liaising with Country Offices, conducting research, and supporting the development of HR policies and training materials. Additionally, the officer will contribute to technology-driven HR tools linked to HR policy reforms and digitalization initiatives, particularly in relation to staff relations and internal justice matters.

Duties and Responsibilities:
The duties and responsibilities of the Associate Human Resources Policy and Legal Officer include:
  • Providing support and contributing to legal and HR policy advice, guidance, and recommendations related to HR policies and processes.
  • Preparing background materials and providing technical inputs for advice on internal justice matters.
  • Assisting in organizing the composition of Joint Administrative Review Boards (JARBs) and providing technical information and procedural guidance.
  • Coordinating and processing the Administration’s responses to Requests for Review (RfRs) and JARB appeals.
  • Compiling and presenting documentation required from DHR on internal justice matters.
  • Analyzing administrative appeals to assess existing HR policies and practices.
  • Proposing modifications and improvements to HR policies and processes.
  • Liaising with Country Offices on staff relations and internal justice cases.
  • Providing technical and administrative information to IOM managers regarding HR challenges. 1
  • Conducting research and supporting the drafting and implementation of HR policies. 1
  • Contributing to capacity building initiatives and developing training materials. 1
  • Supporting the development and roll-out of technology-driven HR tools. 1
  • Keeping abreast of HR-related developments and assisting in training delivery.

Required Qualifications:
The required qualifications for the Associate Human Resources Policy and Legal Officer position include:
  • A Master's degree in Human Resources, Public Administration, Social or Political Sciences, Law, or a related field from an accredited academic institution; or a University degree in the above field with two years of relevant professional experience.
  • Professional experience in human resources and/or legal affairs, preferably with a focus on staff relations and labour and/or administrative law.
  • Experience in HR matters is required, with a preference for experience in HR Policy and the Administration of Justice.
  • Familiarity with the International Labour Organization Administrative Tribunal or United Nations Dispute Tribunal proceedings is desirable.
  • Experience in one of the organizations of the UN Common System and field experience is a distinct advantage.

Educational Background:
Candidates must possess a Master's degree in Human Resources, Public Administration, Social or Political Sciences, Law, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields with two years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires professional experience in human resources and/or legal affairs or a related area, preferably with a focus on staff relations and labour and/or administrative law. Experience in HR matters is essential, while experience in HR Policy and the Administration of Justice is desirable. Familiarity with the proceedings of the International Labour Organization Administrative Tribunal or United Nations Dispute Tribunal is also advantageous. Candidates with experience in organizations within the UN Common System and field experience will have a distinct advantage.

Languages:
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of these languages. For this position, fluency in English is mandatory, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is considered an advantage. The proficiency of the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
