Job Overview: The Senior ICT Officer (Global Infrastructure and security" style="border-bottom: 1px dotted #007bff !important;">Security Operations) will be responsible for the overall accountability and management of the IOM Wide Area Network (WAN) and field-focused infrastructure operations. This position requires a strong technical background and exceptional supervisory skills to ensure the stability, security, and efficiency of IT systems and services. The officer will oversee the design, implementation, and management of the Global IT infrastructure ecosystem, collaborating with vendors, infrastructure team leads, and Regional Information Management and Technology Officers. The role is critical in supervising a team of skilled personnel to ensure operational efficiency and service delivery to missions. The Senior ICT Officer will execute the ICT strategic vision for the organization's global IT infrastructure, aligning it with business goals and growth objectives, while fostering a collaborative and high-performance culture within the team.
Duties and Responsibilities: The Senior ICT Officer will lead and mentor a team of IT professionals and consultants, providing guidance, feedback, and performance management. Key responsibilities include executing the ICT strategic vision, collaborating with stakeholders to identify infrastructure requirements, maintaining stable enterprise WAN, overseeing data center operations, and ensuring high availability and performance of infrastructure and security operations. The officer will enforce operational best practices, manage infrastructure governance, develop procedures for monitoring the IOM WAN, and oversee incident response plans. Additionally, the officer will maintain ecosystem hygiene for cybersecurity operations, manage user account life cycle, and ensure compliance with corporate policies regarding global infrastructure.
Required Qualifications: Candidates must possess a Master's degree in Computer Science, Computer Engineering, or a related technical field with seven years of relevant professional experience, or a University degree in the same fields with nine years of experience. Relevant technical certifications combined with a minimum of 10 years of experience in IT infrastructure may also be accepted. Required certifications include Cisco Meraki Solutions Specialist, Cisco Certified Network Professional – Enterprise, and Certified Information Systems Security Professional, among others. Knowledge of ITIL and Microsoft certifications is advantageous.
Educational Background: A Master's degree in Computer Science, Computer Engineering, or a related technical field from an accredited institution is required, along with relevant professional experience. Alternatively, a University degree in the same fields with additional years of experience may be accepted. Technical certifications in relevant areas are also necessary for this position.
Experience: A minimum of seven years of proven experience in IT infrastructure management is required, with a focus on operations and supervising skilled IT professionals. Experience in IT Infrastructure and Security enterprise architecture is an added advantage. Candidates should demonstrate the ability to manage diverse teams of IT professionals and collaborate effectively with cross-functional teams and vendors.
Languages: Fluency in English is required for this position, both oral and written. Working knowledge of an official UN language (Arabic, Chinese, French, Russian, or Spanish) is an advantage. Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The contract type is Special Short term ungraded, with an initial duration of up to 9 months. The position is classified as professional, and internationally recruited staff are required to be mobile. Candidates who are nationals of the duty station's country cannot be considered eligible. Appointment is subject to medical fitness certification, residency or visa requirements, and security clearances.
