Job Overview:
The Oracle HCM Functional Specialist will play a crucial role in the implementation, support, and continuous improvement of Oracle Fusion HCM modules and related integrations and extensions. This position requires a deep understanding of human capital management processes and the ability to engage with business stakeholders to gather, analyze, and document requirements. The specialist will be responsible for translating business needs into functional configurations and testing strategies across HCM modules, ensuring that solutions are tailored to meet organizational objectives. The role involves configuring Oracle HCM Cloud modules according to best practices, creating functional design documents, and collaborating with technical teams for integrations and customizations. Additionally, the specialist will develop and execute test scripts, support user acceptance testing, and provide ongoing bug fixing and enhancements. The position also requires monitoring system performance, troubleshooting issues, and ensuring seamless integration of HCM processes with enterprise systems, all while staying updated on Oracle Cloud quarterly releases and their impacts on the organization.

Duties and Responsibilities:
  • Implement, support, and continuously improve Oracle Fusion HCM modules and related integrations.
  • Optimize Oracle Fusion HCM modules such as Core HR, Absence Management, Talent Management, Goal and Performance Management, and Payroll.
  • Engage with business stakeholders to gather, analyze, and document human capital management requirements.
  • Translate business needs into solution designs, functional configurations, and testing strategies across HCM modules.
  • Configure Oracle HCM Cloud modules according to best practices and business requirements.
  • Create functional design documents (FDDs) and collaborate with technical teams for integrations and customizations.
  • Develop and execute test scripts; support user acceptance testing (UAT) and defect resolution across HCM modules.
  • Provide bug fixing and continuous improvement through enhancement planning, user training, and quarterly Oracle Cloud updates.
  • Monitor system performance, troubleshoot issues, and resolve defects or data integrity concerns. 1
  • Collaborate with cross-functional teams across HR, Finance, and Procurement to ensure seamless integration of HCM processes. 1
  • Stay updated on Oracle Cloud quarterly releases, assess impact, and communicate changes to stakeholders. 1
  • Oversee the relevant Configuration Work Books (CWB) to ensure they are up to date and accurately reflect all configuration changes. 1
  • Perform other duties as assigned.

Required Qualifications:
  • Master’s degree in Management, Information Technology, Computer Science, Engineering, or a related field with two years of relevant professional experience; or a University degree in the above fields with four years of relevant professional experience.
  • Certification in Oracle Cloud modules is an advantage.
  • Technical and functional experience working on ERP systems, particularly Oracle HCM applications.
  • Proven track record in full-cycle implementations of Oracle Fusion HCM, including requirements gathering, solution design, configuration, testing, deployment, and post-go-live support.
  • Strong understanding of Oracle HCM architecture, including Fast Formula, HCM Extracts, OTBI, BI Publisher, HDL, and HSDL.
  • Experience in developing and maintaining functional design documents (FDDs) and collaborating with technical teams for integrations and customizations.
  • Strong communication and documentation skills, with the ability to liaise effectively with internal stakeholders, consultants, and system integrators.

Educational Background:
Candidates must possess either a Master’s degree in Management, Information Technology, Computer Science, Engineering, or a related field from an accredited academic institution with two years of relevant professional experience, or a University degree in the same fields with four years of relevant professional experience. Accreditation of universities must be from those listed in the UNESCO World Higher Education Database. Certification in Oracle Cloud modules is considered an advantage for applicants.

Experience:
The position requires a minimum of 4+ years of experience in Oracle HCM applications, with at least 2–3 years specifically in Oracle Fusion Cloud HCM modules such as Core HR and Absence Management. Candidates should have a proven track record in full-cycle implementations of Oracle Fusion HCM, including requirements gathering, solution design, configuration, testing, deployment, and post-go-live support. Hands-on configuration experience with HCM modules is essential, along with a strong understanding of Oracle HCM architecture and experience in developing and maintaining functional design documents. Familiarity with quarterly Oracle Cloud updates and experience working in cross-functional teams, especially with Finance, Procurement, and IT, is also required.

Languages:
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of these three languages. For this position, fluency in English is required, both oral and written. A working knowledge of an official UN language (Arabic, Chinese, French, Russian, and Spanish) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The contract type for this position is Special Short term ungraded, with an initial duration of up to 9 months. The position is classified as a professional vacancy and is open to both internal and external candidates.
