Job Overview:
The Information Systems Officer will be an integral part of the Enterprise Application Centre—Asia, hosted by ESCAP and located in Bangkok, Thailand. Reporting to a Senior Information Systems Officer within OICT/ESS, the incumbent will provide support for SharePoint Online and O365 platform-based systems and applications. This role involves complex troubleshooting for various applications, including content management, knowledge management, and case management. The officer will participate in the development, programming, testing, debugging, and implementation of new SharePoint Online systems releases, modules, and functionalities, ensuring that the systems meet the evolving needs of the organization. The position requires designing and developing solutions on SharePoint Online, O365, Power platforms, and Azure Services, adhering to UN-established standards for software and tools. The officer will also manage technical documentation for web application systems and products, ensuring that changes are administered according to established procedures. This role is pivotal in refining support and operations procedures for web applications, conducting feasibility studies, and contributing to systems analysis and design. The officer will also assist in identifying user needs and developing workflow systems, providing guidance and training to junior staff, and keeping abreast of technological developments to propose new acquisitions and implement new technologies.

Duties and Responsibilities:
The incumbent will perform a variety of functions, including: providing support for SharePoint Online and O365 platform-based systems; troubleshooting applications; participating in the development and implementation of new systems; designing solutions on SharePoint Online and Azure Services; managing technical documentation; refining support procedures; leading projects related to application systems; conducting feasibility studies; assisting in user needs identification; providing support on web application systems development; drafting correspondence; conducting research on new technologies; providing guidance and training to junior staff; assisting with data collection and analysis; and performing other related duties as required. The role requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to ensure the successful implementation and maintenance of information systems.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A first-level university degree may be accepted in lieu of two years of required experience. A university degree in computer science, information technology, or a relevant field is desirable. The position requires a minimum of 10 years of progressively responsible professional experience in information systems analysis, software development, and maintenance. Candidates must have at least 10 years of hands-on development experience with SharePoint and SharePoint Online, along with 6 years of experience writing pipelines for Azure DevOps. Additionally, candidates should have experience in building Case Management and Knowledge Management solutions, development experience using Microsoft Graph API, and familiarity with ShareGate and Plumsails forms. Experience in Machine Learning is also desirable.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent. A first-level university degree may be accepted in lieu of two years of required experience. A university degree in computer science, information technology, or a relevant field is highly desirable, as it provides the foundational knowledge necessary for the technical aspects of the role.

Experience:
The position requires a minimum of 10 years of progressively responsible professional experience in information systems analysis, software development, and maintenance. Candidates must have extensive hands-on development experience with SharePoint and SharePoint Online, as well as experience in writing pipelines for Azure DevOps. Specific experience in building Case Management and Knowledge Management solutions is essential, along with development experience using Microsoft Graph API. Familiarity with ShareGate and Plumsails forms is also beneficial, as is experience in Machine Learning.

Languages:
English and French are the working languages of the United Nations Secretariat. For this job opening, proficiency in English is required, with a minimum level of UN Level II in reading, writing, listening, and speaking. A working knowledge of Spanish is desirable, with a minimum level of UN Level I in reading, writing, listening, and speaking.
