Job Overview:
The ET Consultant - GFF Country Coordinator position is integral to the World Bank's Human Development Practice Group, specifically within the Global Financing Facility (GFF) for Women, Children, and Adolescents. The role involves supporting the implementation of analytical work necessary for the Investment Case and ensuring alignment with national health plans. The consultant will work closely with government officials to monitor expenditures, facilitate resource mapping, and support the institutionalization of health financing strategies. The position requires a strong focus on stakeholder engagement and coordination, as well as the ability to produce communication materials that inform all relevant parties about the GFF's objectives and processes. The consultant will also be responsible for providing logistical support for GFF missions and ensuring effective use of resources for health system strengthening.

Duties and Responsibilities:
The duties and responsibilities of the ET Consultant include:
  • Prioritization and Alignment: Organizing and supporting analytical work for the Investment Case, finalizing the IC and Results Framework, monitoring government expenditures, and integrating monitoring with broader health sector plans.
  • Coordination: Supporting the formation of country platforms, convening multistakeholder meetings, and engaging in regional forums for advocacy.
  • GFF Secretariat Support: Providing status reports on GFF Trust Fund investments, collaborating with results specialists, and offering technical assistance to government focal points.
  • Country Communications: Producing communication materials, participating in multimedia missions, and conducting meetings with stakeholders to secure additional financing.
  • Support for World Bank processes: Assisting in project operations, organizing meetings for improved coordination, and supporting the stewardship function of the World Bank Country office.

Required Qualifications:
Candidates must possess a Master’s Degree in a relevant field such as Public Health, Public Administration, or Economics, along with at least 10 years of experience in areas related to reproductive, maternal, newborn, child, and adolescent health, or health systems strengthening. Demonstrated experience in stakeholder engagement, effective coordination, and leadership is essential. Candidates should also have strong organizational skills, the ability to analyze data for decision-making, and proficiency in problem-solving and conflict management. Excellent communication skills in both English and Portuguese are mandatory, with the ability to adapt messages for diverse audiences.

Educational Background:
A Master’s Degree in a relevant field is required for this position. Fields of study may include Public Health, Public Administration, Health Economics, or other related disciplines that align with the goals of the Global Financing Facility.

Experience:
The position requires a minimum of 10 years of relevant work experience, particularly in reproductive, maternal, newborn, child, and adolescent health, or health systems strengthening. Candidates should have a proven track record of effective coordination and stakeholder engagement, including experience working with government entities, donors, and civil society organizations.

Languages:
Proficiency in English is mandatory, while knowledge of Portuguese is preferred. The ability to communicate effectively in both languages is crucial for engaging with diverse stakeholders and conveying project objectives.
