Job Overview:
The Administrative Officer position at the OHCHR in Dhaka involves a range of responsibilities centered around human resource management, budget and finance, and general administration. The incumbent will coordinate human resource activities, ensuring compliance with UN rules and procedures, and will lead the preparation and implementation of the work programme, ensuring effective utilization of financial resources. The role requires a proactive approach to monitoring and reviewing the work programme and budget, as well as overseeing procurement and operational travel. The Administrative Officer will also be responsible for identifying office technology needs and ensuring the maintenance of equipment and systems. This position is crucial for the smooth operation of the OHCHR mission in Bangladesh, and the incumbent is expected to demonstrate professionalism, teamwork, and effective planning and organizing skills.

Duties and Responsibilities:
The Administrative Officer will be responsible for the following duties:
  • Human Resource Management: Coordinate recruitment, placement, promotion, performance appraisal, job classification, and training activities while ensuring adherence to UN policies.
  • Budget and Finance: Lead the preparation and implementation of the work programme, monitor budget utilization, and develop procedures for financial management consistent with UN policies.
  • General Administration: Oversee procurement processes, billing, operational travel, and vendor contracts. Ensure adequate departmental space and technology needs are met.
  • Provide guidance and leadership to junior staff and ensure compliance with administrative and financial policies.
  • Conduct regular reviews of work programmes and budgets, producing reports as necessary.
  • Perform other related duties as required to support the mission's objectives.

Required Qualifications:
Candidates must possess a strong understanding of administrative, budgetary, financial, and human resources policies and procedures. They should demonstrate the ability to apply UN administrative rules and regulations effectively. The role requires conceptual analytical skills to conduct independent research and analysis, as well as the ability to identify issues and formulate recommendations. Candidates should show a commitment to gender perspectives and equal participation in all areas of work. Strong interpersonal skills and the ability to work collaboratively with colleagues are essential, as is the ability to prioritize tasks and manage time efficiently.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential for understanding the complexities of administrative and financial management within the UN framework.

Experience:
A minimum of five years of progressively responsible experience in administration, finance, accounting, or human resources management is required. Candidates with experience in the application of administrative and financial policies of the United Nations Secretariat or similar international organizations will be preferred. Familiarity with web-based management systems, such as Umoja, is also desirable, as it indicates the candidate's ability to adapt to modern administrative tools and practices.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. While French is also a working language of the UN, it is not mandatory for this position. Candidates should demonstrate strong communication skills in English, as this will be essential for effective collaboration and reporting within the organization.

This position is temporarily available for three months, with the possibility of extension subject to the availability of funds.
