Job Overview: The Programme Analyst will play a crucial role in supporting the development, planning, implementation, and management of UN Women's interventions focused on Women's Economic Empowerment and Gender-Responsive Budgeting. This position requires close collaboration with the West and Central Africa Regional Office, other UN Women country offices, and various stakeholders, including government officials, civil society, and donors. The Programme Analyst will provide substantive technical support to implement and manage the Women's Economic Empowerment Programme, formulate strategies for scaling up reforms in key areas such as the care economy and women's entrepreneurship, and introduce innovative approaches to enhance UN Women's normative and programmatic work in Liberia. Additionally, the Programme Analyst will support the formulation of annual work plans and budgets, manage technical implementation, and develop training tools for capacity-building activities aimed at advancing gender equality and women's empowerment in the country.
Duties and Responsibilities:
Provide substantive technical support to the implementation and management of the Women’s Economic Empowerment Programme, including formulating strategies to scale up reforms in areas such as the care economy and women's participation in the green economy.
Support the formulation of annual work plans and budgets, managing their implementation in line with UN Women’s Strategic Plan.
Manage the technical implementation of the programme/project, ensuring synergies with other teams and monitoring submission of financial and narrative reports from implementing partners.
Develop training tools and deliver capacity-building activities for stakeholders to advance the gender equality and women's empowerment agenda.
Provide technical expertise and strategic guidance on integrating gender analysis into national and sectoral planning and budgetary processes.
Lead capacity-building sessions for partners on gender-responsive planning and budgeting.
Explore opportunities for Green Budgeting and articulate the relevance of unpaid care work to budgets.
Provide technical advice to various ministries and stakeholders on gender-responsive economic reform and participate in policy dialogues and consultations.
Support resource mobilization efforts for the Women’s Economic Empowerment agenda and manage partnerships to ensure continued financing for gender-related priorities. 1
Develop advocacy strategies and knowledge management products related to Women's Economic Empowerment and Gender-Responsive Budgeting.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in economics, social sciences, human rights, gender/women's studies, international development, public policies, or a related field. A PhD is considered an asset. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is advantageous. Candidates should have excellent knowledge of women's economic empowerment and experience in designing and delivering training in gender and economics. Strong knowledge of programme development, implementation, results-based management, and reporting is essential, along with proven experience in conducting research and providing policy analysis.
Educational Background: A Master’s degree or equivalent in relevant fields such as economics, social sciences, human rights, gender/women's studies, international development, or public policies is required. A PhD is an asset, and a first-level university degree with additional qualifying experience may be accepted. Project/programme management certification is a plus.
Experience: At least 2 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring, and evaluation of development projects focused on gender equality and women's economic empowerment is required. Additionally, candidates should have at least 2 years of experience in promoting policy reform in gender and economics, gender-responsive budgeting, and macroeconomic policy. Experience in partnership development, resource mobilization, and familiarity with web-based management systems is desirable, as is experience working within the UN System.
Languages: Fluency in English is required for this position. Additional language skills may be beneficial but are not specified as mandatory.
