Job Overview:
The Finance and Administrative Assistant will play a crucial role in the Private Sector Development in Liberia (PSD Liberia) project, which is an initiative funded by the European Union and implemented in collaboration with Expertise France and the ILO. This project aims to bolster Liberia's private sector, focusing on enhancing economic growth, job creation, and environmental sustainability. The assistant will be responsible for managing the administrative and financial aspects of the project, ensuring that all activities align with the established work plans and comply with ILO regulations. The role requires a proactive approach to financial management, including maintaining accurate financial records, processing payments, and providing support for project workshops and meetings. The assistant will report directly to the National Project Manager and will be integral to the project's success by ensuring that financial operations are conducted efficiently and transparently.

Duties and Responsibilities:
The Finance and Administrative Assistant will undertake a variety of tasks, including but not limited to: maintaining comprehensive financial records and monitoring systems to track expenditures and reconcile accounts; processing contracts for financial clearance and ensuring all necessary documentation is attached; preparing correspondence to verify data and address queries; reviewing financial reports from project partners to ensure compliance with ILO rules; classifying budget codes and processing claims for payment; providing administrative and financial guidance to project staff; consulting with the Finance Unit on regulations and procedures; preparing regular and special reports for donor reporting and audits; calculating cost estimates and participating in budget analysis; processing IRIS transactions; and supporting the organization of project workshops and meetings. The assistant will also perform any other duties as assigned by the supervisor, demonstrating flexibility and a willingness to contribute to the project's objectives.

Required Qualifications:
Candidates must possess a completion of secondary education, with formal training in accounting and/or finance being an asset. The role requires a solid understanding of financial and administrative rules, guidelines, and procedures, as well as the ability to maintain accurate financial records and prepare reports. Strong analytical skills, attention to detail, and the ability to handle confidential matters with discretion are essential. Proficiency in basic computer software, including Microsoft Office applications, is required, along with the ability to communicate effectively both orally and in writing. Candidates should demonstrate responsible behavior and high ethical standards in their work.

Educational Background:
The position requires at least a secondary education level. While formal training in accounting or finance is preferred, it is not mandatory. Candidates with relevant certifications or coursework in financial management will be viewed favorably, as this knowledge will aid in the execution of the role's responsibilities.

Experience:
A minimum of 5 years of progressively responsible experience in general administrative and financial work is required. Experience working with development projects, particularly within the UN system at either the national or international level, is considered an asset. Candidates should have a proven track record of managing financial operations and administrative tasks effectively, demonstrating their capability to contribute to the project's success.

Languages:
Fluency in English is mandatory, along with a good knowledge of an official national language of Liberia. This linguistic proficiency is essential for effective communication with project stakeholders and for the preparation of reports and documentation.

The position is a fixed-term contract for one year, with the possibility of extension based on funding availability and performance.
