Job Overview: The HR Manager position is a strategic role within the NRC Mozambique country management team, serving as a vital partner to ensure that HR initiatives align with the operational objectives of the country. The HR Manager will work closely with the country management group, unit heads, and other functions to foster a positive and inclusive working environment. This role encompasses the operational services of the HR function, ensuring compliance with NRC's HR standards and local labor laws. The HR Manager will proactively contribute to workforce planning and promote a diverse workforce culture that supports program implementation. As part of a technical matrix structure, the HR Manager will collaborate with both technical and operational management at country and area offices, incorporating regional objectives into country planning.
Duties and Responsibilities: The HR Manager will have several key responsibilities, including:
Line management of directly reporting staff, overseeing performance management processes, setting clear goals aligned with country strategy, and supporting staff achievement.
Providing HR support to line managers and enhancing the capabilities of HR staff to meet NRC's HR standards and local labor laws.
Developing country-specific HR and administration procedures, guidelines, and tools, ensuring alignment with global HR directions.
Ensuring compliance with NRC's employment standards and national labor laws regarding terms of employment, compensation, benefits, and incentive systems.
Developing and implementing the HR annual plan of action, aligning new global HR initiatives with country strategies.
Offering strategic HR advice and support to management, providing HR analysis and reports to guide decision-making on people management.
Managing personnel matters, conflict resolution, and ensuring compliance with NRC global standards and national laws.
Overseeing HR quality data in NRC's HR management system and ensuring adherence to NRC policies.
Managing office and accommodation logistics, including contracts and documentation. 1
Facilitating necessary support for internal and external audits and participating in NRC Project Cycle Management activities. 1
Leading HR processes during change management and structural changes, such as upsizing or downsizing. 1
Performing any other tasks as delegated by the line manager.
Required Qualifications: Candidates must possess a minimum of 3 years of experience as a senior HR Manager in a humanitarian or recovery context. They should demonstrate experience in driving change and managing HR disciplines confidently, particularly in complex and volatile environments. Documented results related to the position's responsibilities are essential, along with a solid understanding of leadership skills and profiles. Proficiency in computer software and HR management systems is required, as well as fluency in English and Portuguese, both written and verbal.
Educational Background: A relevant educational background in Human Resources, Business Administration, or a related field is essential for this position. Candidates should have a strong understanding of HR principles, practices, and local labor laws, particularly in the context of Mozambique.
Experience: The HR Manager role requires a minimum of 3 years of relevant experience in a senior HR position, particularly within humanitarian or recovery settings. Candidates should have a proven track record of managing HR functions effectively and driving organizational change in challenging environments.
Languages: Fluency in English and Portuguese is mandatory for this position, both written and verbal. Knowledge of local languages such as Mwani, Macua, or Maconde is considered an advantage, particularly for candidates with experience working in Mozambique's northern provinces.
Additional Notes: This position is based in Pemba, Cabo Delgado, Mozambique, and offers a permanent contract. The role requires travel of at least 20%. The salary is graded at level 9 on NRC's pay scale.
