Job Overview:
The Nuclear Issues and Other Technologies Expert will play a critical role in the Panel of Experts established by the Security Council to monitor and investigate sanctions related to the Islamic Republic of Iran. This position requires a deep understanding of nuclear proliferation issues and the ability to analyze Iran's nuclear program, including monitoring relevant facilities and investigating alleged violations of sanctions. The expert will contribute to the preparation of reports and recommendations aimed at improving the implementation of Security Council resolutions. The role demands a high level of analytical skills, the ability to conduct thorough investigations, and the capacity to engage with various stakeholders, including government authorities and civil society. The expert will also be responsible for delivering briefings and presentations on the sanctions regime and the Panel's activities, ensuring that all findings adhere to rigorous standards of evidence and methodology.

Duties and Responsibilities:
The expert will have a range of substantive, organizational, and administrative duties. Substantively, they will monitor sanctions measures, investigate alleged violations, and contribute to the preparation of reports for the Security Council. They will compile information on individuals and entities potentially involved in sanctions violations and assist in identifying areas for capacity strengthening among states. Organizationally, the expert will help prepare the Panel's work program, participate in investigative missions, and draft correspondence related to their responsibilities. Administratively, they will adhere to UN rules and regulations and submit an End of Assignment Report at the conclusion of their mandate. The expert will also be expected to engage in frequent travel for investigations and consultations.

Required Qualifications:
Candidates must demonstrate substantive knowledge and experience in nuclear proliferation issues, including the nuclear fuel cycle and related technologies. A strong technical understanding of Iran's nuclear program and its facilities is essential. The expert should have first-hand experience in conducting investigations and working with relevant international organizations. A demonstrated ability to analyze complex political environments and sanctions regimes is also required, along with strong report-writing skills and the ability to communicate findings effectively.

Educational Background:
An advanced university degree (Master's degree or equivalent) in military/strategic studies, political science, international relations, or a relevant technical field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of nuclear issues and international relations.

Experience:
Candidates must have a minimum of ten years of progressively responsible experience in a relevant field, including at least three years of field experience. Strong field research or investigative experience is required, along with experience in writing high-quality reports. Familiarity with working in complex political environments, whether national, regional, or international, is essential. Experience with UN regulations and the working culture of the UN Secretariat is desirable, as it will aid in navigating the organizational landscape effectively.

Languages:
Fluency in English is mandatory for this position. Additionally, a working knowledge of other United Nations official languages (Arabic, Chinese, French, Russian, and Spanish) is advantageous. Knowledge of languages spoken in the Middle East region would also be beneficial, as it may facilitate communication and engagement with local stakeholders.

Additional Notes:
The position is expected to become available in March 2026 and will last for an anticipated period of 7 months. All experts will be required to engage in frequent regional and international travel, with travel arrangements made in accordance with United Nations administrative instructions.
